Managing Water on China's Farms: Institutions, Policies and the Transformation of Irrigation under Scarcity is a comprehensive and current look at the water shortage problems in China. While China has emerged as a major player in the world economy, water is the most critical factor that limits the country’s further growth. China’s growing water problems also have a large impact worldwide, with public health as well as economic impacts. If China were to rely heavily on food produced outside of China, the massive volume of food imports would raise food prices internationally. This book examines a series of water issues, beginning with a description of the water shortage problems in China, particularly in the northern part of the country. It then looks at the government and farmers' responses and whether past policies have been effective in resolving the water problems. Managing Water on China’s Farms documents the change of existing and new water management institutional forms over time and across provinces throughout northern China, and then assesses the impacts of these changes in the rural sector. Finally, it examines potential solutions that the research has uncovered, answering the question: Who can build the bridge over China’s troubled waters? Water pricing to achieve conservation in scarce water resources is a major policy challenge. This book provides credible evidence from water pricing experiences in various countries around the world. The book chapters, written by experts in water pricing from various countries, documents the past 10 to 15 years of water pricing experiences in Australia, Brazil, Canada, China, Colombia, France, India, Israel, Italy, Mexico, The Netherlands, New Zealand, South Africa and Spain. The book includes also several chapters that review innovations in water pricing in various countries, such as new reform mechanisms, achieving social objectives via water pricing, achieving revenue recovery, water use efficiency and customer equity, and charging the poor.

This book explores water resources management issues in China and possible solutions. It analyzes a wide range of general and specific topics, providing case studies and a balanced review of the past and present situation as well as future developments. The book begins with a general introduction and an overview of hydrology, water resources, and development issues in China. It then presents a management framework, including a management system, management institutions, river basin management, water pricing, water rights, and groundwater management, and discusses its implementation, covering water resources allocation and regulation in the Yellow River, integrated water affair management reforms, and agricultural water management in northern China. The last section focuses on the current reforms and hot topics, with strong emphasis on stringent water resource strategies applied to the river and lake principle system, recycled water use and water resources asset management, as well as climate change impacts, and concludes with a summary of the many changes in the water sector in China and a look at the road ahead and the areas that still need to be reformed.

Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

Case studies were conducted in five selected Asian countries on their water policy reform initiatives. Of the five countries, China stands out as the country that has derived the most from on-going global efforts in promoting water sector institutional reforms and the concept of integrated water resources management (IWRM). China has emerged as the leader in adapting these concepts to suit the context of the country. Advanced stages of water development in many parts of the country and increased water shortages due to rapid economic development have prompted China to forge ahead in the search for institutional solutions to make the water sector more productive, and the management of water resources more sustainable. In the other selected countries, efforts to replicate the models of developed countries without much adaptation and due reference to their stages of development have generally failed. The dominance of irrigation within the water sector and the informality of the economy related to water in these countries seem to make the application of prescribed IWRM principles rather unfeasible. The lesson to be drawn from policy reviews of the five countries is that effective waterinstitutions are not static systems, but are adaptive and dynamic institutional developments compatible with the local context, particularly with the structure of the overall economy of the country and its water sector.
