Chinese Scholars On Western Ideas About Thinking Leadership Reform And Development In Education

This collection of papers by a group of Chinese educational administrators came about through a graduate study program that facilitated comparisons of educational practices from other cultures against the backdrop of globalization. Collaborative international programs allow contrast and comparisons of practices, policies and educational principles but are not without barriers faced by candidates which can include but are not limited to culture shock and communication and language adjustments. In 2000, the “Western Development” plan of the Chinese Mainland attracted attention of educators and policy makers. Around that period, the Chinese government also launched large scale and systemic curriculum reforms in basic education and secondary education in achieving quality education across the vast country. Despite significant progress that has been made in educational investments and attainments in China, issues of quality and regional disparities across China remain, especially in the less developed, western part of China where the significance of ethnic diversity, urban-rural disparity and variations in school development exists. In addition, there have been entrenched problems of teacher and teaching quality, resources inadequacy and ‘left-behind’ children. Written by a group of Chinese and international scholars, the book provides an updated analysis and discussion of educational development and related issues in the less developed part of Western China. These chapters cover broad contextual issues of educational development and reforms, issues of quality and equality in different sectors of education, as well as curriculum implementation, teaching innovations and professional development of teachers.

Despite radical and fundamental reform of the Chinese higher education system, very little is known about this outside China. The past decade has seen radical reform of all levels of China’s education system as it attempts to meet changing economic and social needs and aspirations: this has included transformation of university curricula, pedagogy and evaluation measures, rapidly increasing joint research and degree programmes between Chinese universities and universities abroad, and very large numbers of Chinese students studying at universities outside China. This book describes the historical, cultural, intellectual and contemporary background and contexts of the reform and internationalisation of higher education in China. China's momentous socioeconomic transformation is not taking place in an intellectual vacuum: Chinese scholars and public intellectuals are actively engaged in fervent discussions about the country's domestic and foreign policies, demographic constraints, and ever-growing integration into the world community. This book focuses on China's major think tanks where policies are initiated, and on a few prominent thinkers who influence the way in which elites and the general public understand and deal with the various issues confronting the country. The book examines a number of factors contributing to the rapid rise of Chinese think tanks in the reform era. These include the leadership's call for "scientific decision-making," the need for specialized expertise in economics and finance as China becomes an economic powerhouse, the demand for opinion leaders in the wake of a telecommunication revolution driven by social media, the accumulation of human and financial capital, and the increasing utility of the "revolving door" nature of think tanks. It has been widely noted that think tanks and policy advisors have played an important role in influencing the strategic thinking of the top leadership, including the formation of ideas such as the "Three Represents," "China's peaceful rise," "One Belt, One Road," and the founding of the Asian Infrastructure Investment Bank (AIIB). In 2014, President Xi Jinping made think tank development a national strategy, and he claimed that "building a new type of think tank with Chinese characteristics is an important and pressing mission." Though the media outside China has often reported on this important development, it has all but escaped rigorous scholarly scrutiny. This book will categorize Chinese think tanks by their various forms, such as government agencies, university-based think tanks, private think tanks, business research centers or consultancies, and civil society groups. It will not only analyze the problems and challenges in China's think tank development, but also reveal the power of ideas.

With existing educational leadership models and theories being predominantly western influenced, this book aims to provide more insight into school leadership in China. It pioneers building research- and practice-informed knowledge and unravels the complexities that characterize the scholarship, context and practices of school leadership. School leadership in China is presented through four sub-purposes: investigating how Chinese school leadership is conceptualized in the international and Chinese literature; exploring the shifting context within which Chinese school leaders enact their leadership, and examining key policies that have shaped the practice of leader development; extending the understandings about the complexities of work lives of Chinese school leaders; and further locating indigenous understandings of Chinese school leadership in the political and socio-cultural context of contemporary China, and the theoretical and conceptual context of international school leadership.
