The decline of citizen involvement affects two key elements of democratic government: elections and political parties. Activating the Citizen examines the reasons underlying citizen withdrawal and explores and assesses innovative approaches on both sides of the Atlantic to try to counter these phenomena.

This book looks at democratic empowerment via institutional designs that extend the political rights of European citizens. It focuses on three themes: first, the positive and negative effects of the European Union institutional design on the political rights of its citizens; second, challenges for democratic regimes across the world in the 21st century in the context of regionalism and globalization; third, the constraints of neoliberalism and capitalist markets on the ability of citizens to effectively achieve their political rights within the Union.

This unique study presents the results of a cross-national analysis of citizenship and participation among citizens in twelve European democracies. Research on the future and quality of contemporary democracy is usually restricted to focus either on political participation, on particular aspects of citizenship, or on social activities, exclusively. This new book offers the first empirical investigation of the relationships both between social and political involvement, and between ‘small-scale’ and ‘large-scale’ democracies. Citizenship and Involvement in European Democracies offers representative samples of the populations in a selection of European countries between 2000-2002, including: Denmark, Germany (East and West), Moldova, the Netherlands, Norway, Portugal, Romania, Russia, Slovenia, Spain, Sweden, and Switzerland. The leading contributors provide new theoretical insights and offer a broad conceptualization of citizenship, stimulating the ongoing discussions about the problems and challenges of democratic political systems. This book has a companion volume entitled Social Capital and Associations in European Democracies edited by William A. Maloney and Sigrid Roßteutscher (Routledge, 2006). Both volumes will be of great interest to students and researchers of European politics, comparative politics and sociology.

Public authorities from all levels of government increasingly turn to Citizens' Assemblies, Juries, Panels and other representative deliberative processes to tackle complex policy problems ranging from climate change to infrastructure investment decisions. They convene groups of people representing a wide cross-section of society for at least one full day – and often much longer – to learn, deliberate, and develop collective recommendations that consider the complexities and compromises required for solving multifaceted public issues.

Citizen Participation in Multi-level Democracies offers an overview of new forms of participatory democracy in federally and regionally organised multi-level states. Its four sections focus on the conceptual foundations of participation, the implementation and instruments of democracy, examples from federal and regional States, and the emergence of participation on the European level. There is today a growing disaffection amongst the citizens of many states towards the traditional models of representative democracy. This book highlights the various functional and structural problems with which contemporary democracies are confronted and which lie at the root of their peoples’ discontent. Within multi-level systems in particular, the fragmentation of state authority generates feelings of powerlessness among citizens. In this context, citizens’ participation can in many cases be a useful complement to the representative and direct forms of democracy.

This collection discusses the challenges of reforming EU democracy through increased citizen participation beyond elections. It asks fundamental questions such as whether the institutionalisation of citizens in EU public law is a prerequisite for addressing these challenges and the extent to which such institutionalisation is taking place in the EU. To these ends, the contributors analyse the latest institutional initiatives, proposals and practices such as: *citizen assemblies; *citizen consultations and dialogues on European integration and draft legislation; *the Conference on the Future of Europe; *the reform of the European Citizens' Initiative; *the evolving role of the European Ombudsman; *citizen petitions to the European Parliament; *the roles of the civil society and the European Economic and Social Committee. Offering reflections on the impact of the Covid-19 pandemic, this book is a much needed reminder of the importance of the role of citizens in EU governance.

How does the dominant understanding(s) of the demo(i)cratic subject in the EU, and of democracy more broadly, shape the EU’s democratic innovations on ‘citizen participation’? What are the politically and normatively preferable alternatives, both in terms of the conceptualisation of the democratic subject in the EU and in the ensuing political practices? The book addresses these questions combining a political theory with a political sociology perspective, contrasting the ‘democracy without politics’ approach of the EU in the context of the Conference on the Future of Europe with that of ongoing transnational activist processes. In doing so, it develops an agonistic alternative to ‘the people(s)’ as the political imaginary of democracy in the EU, which is based on the idea of the ‘decolonial multitude’. Thus, the book puts forward a diagnosis of current debates on EU democratic legitimacy as well as proposing an alternative.
