Civic Capitalism The State Of Childhood

Offering a positive formulation of the moral practices that are basic to the civic institution of childhood, citizenship, and social justice, Civic Capitalism expands the economist's concept of human capital to include health, education, and other social transfers that enrich civic capital formation. John O'Neill demonstrates how this development has become the political core of capitalist societies in North America and Europe whose welfare regimes are continuously contested yet intrinsic to ideals of citizenship and social justice. Civic Capitalism examines the current surrender to global capitalism and market elites that exploit rich national niches of civic society, education, health, the rule of law, and social security, and challenges it to re-focus on the needs of children and the poor. Elite ideologies of anti-governance and anti-taxation are indifferent to the needs of society's most vulnerable, and fail to realize that inequality, ignorance, and sickness are the most present impediments to economic growth and democracy. O'Neill gives moral voice to children and the state of childhood – the site where our notions of well-being (health, education, human capital) are tested. His research draws upon the classical tradition of critical political economy and social policy in Galbraith, Rawls, and Tawney, to name a few. Working within this tradition, he provides a grammar of civic childhood and the wealth of nations.

In one of his earliest publications, The Crisis of Political Understanding (1979), Jung described the urgency and necessity of breakthrough in political thinking as a crisis, and he followed up on this issue for his half century of scholarship by introducing Asian philosophy and political thought to Western scholarship, demonstrating the possibility of cross-cultural philosophical thinking. In his most recent publications, Jung refers to this possibility as 'transversality' or 'trans(uni)versality,' a concept which should replace the outmoded Eurocentric universality of modernist philosophy. Jung expounds that in 'transversality,' 'differences are negotiated and compromised rather than effaced and absorbed into sameness.' This volume is a testimony to the very possibility of transversality in our scholarship and thinking.

The Missing Child in Liberal Theory opens public discourse on what it is Canadians hold in common through their provision of civic assurances to children and families at risk. John O'Neill presents a strongly-worded critique of the dominant discourse of the market society. He observes the link between 'duty free' capitalism and minimal civic obligations. This book calls for a covenant society where civility and reciprocity are underwritten by a second generation concept of the Canadian welfare state that will not abandon children to disastrous prospects in a market society. Confronting the current call for a leaner and meaner response to global competitiveness, O'Neill challenges concepts of liberalism and communitarianism. In their place he proposes a covenant concept of state, community, and family assurances to derive from our common provision of a civic endowment that we undertake to sustain now and for future generations of Canadians. O'Neill argues that if Canada is to survive as a national community capable of responding to the global market, we must reaffirm the civic foundations of the state. If we fail to do this, we will not have a leaner society, only a meaner one. This society will be hostile to capitalism and socialism alike. If we can rededicate the Canadian commons to the well-being of the civic person, Canada will contribute a model of survival and governance among the nations of the twenty-first century.
