Free Appointment. (1) In the history of public administration, the era of the free uncontrolled appointment of subordinates preceded the era of civil service administration. When the public officer was free to appoint his own subordinates, he carried full responsibility for the acts and the character of the employes selected by him (2). Excerpt from Twenty-Third Report of the State Civil Service Commission The Commission was also convinced that the Civil Service lav established a State administrative system which may be enforced everywhere as the Legislature may direct. The consti tutional provision of article 10. Section 2, safeguards local self government with respect to counties as well as cities. The administration of the civil service svstem in counties is delegated to the State Commission, and the Legislature might, in its dis cretion. Likewise have devolved the administration of the city civil service upon the State officers. The Legislature in creating municipal commissioners at its discretion lost none of its power to abolish their ofi'ices or to authorize their removal by the State Commission. The civil service system was established not merely or mainly to regulate the performance of the work of government, State or local. But to check a tendency demoralizing to the community and dangerous to political liberty. The sys tem. Though doubtless intended to improve the service. Was pri marily adopted to prevent public office being used as a weapon Of political warfare, and it is a matter of intimate concern to the people of the State at large that the offices of a city should not be used as spoils to build up or tear down a political party. The power to enforce the administration of' the merit system in Cities by removal of unfaithful municipal commissioners is prop reserved to the' State. City rules must be approved by the slate Commission, and the whole civil service system as estab lifllled by the Constitution is founded on the theory that the lolllliuistration of the law in the cities is not a local function. Thelefore the officers of that administration are not local oficers 0 {be meaning of article 10, section 2, of the Constitution. Excerpt from Principles of Public Personnel Administration Only a relatively few persons can be expected to concern them selves with the technical phases of this problem. There are many, however, who ought to have a fairly comprehensive grasp of the nature and scope of the problem as a whole. Especially is this true of the members of our national, state, and local legislative bodies, who are called upon to consider proposals looking to a reorganization of the personnel system of the governments with which they are connected, and the superior administrative officers of such governments. It is to this class that the present volume is chiefly addressed. The author, Mr. Arthur W. Procter, has for years been directly concerned, as a member of the staff of the late President's Com mission on Economy and Efficiency, the New York Bureau of Municipal Research, and the Institute for Government Research, with the study of problems of personnel administration; and, in 1915-1916 had charge of the investigation work of the important inquiry regarding the standardization of public employments of the state made by the Senate Committee on Civil Service of New York State. In one or the other of these capacities he made a personal study of the personnel systems of those states and cities that had made the most progress in recent years in the improvement of their systems for the handling of personnel matters. It is not to be expected that the positions taken by the author will in all cases be accepted. They represent, however, the conclusions that have been reached by one who has had exceptional opportunities for the prosecution of studies in this field, and will at least be suggestive and serve to open up the subject in a broad way.
