Climate Change Implications For Fisheries Of The Benguela Current Region

These Proceedings include the Report of, and the background papers prepared for, the Workshop on Climate Change Implications for Fisheries of the Benguela Current Region: Making the Best of Change. Presentation topics included: the regional biophysical features and decadal trends in the Benguela Current Large Marine Ecosystem (BCLME); national contexts of climate variability and change and fisheries; and a vulnerability assessment of the region's fisheries. Discussions largely focused on: aspects of developing a methodology for vulnerability assessment; definition of vulnerability in a fisheries context; potential climate change impacts on, and vulnerability levels of, the different fisheries in the region; and potential short- and medium-term adaptation actions.

This report indicates that climate change will significantly affect the availability and trade of fish products, especially for those countries most dependent on the sector, and calls for effective adaptation and mitigation actions encompassing food production.

The Addressing Fisheries and Aquaculture in National Adaptation Plans Supplement provides technical guidance on the integration of fisheries and aquaculture in the formulation and implementation of National Adaptation Plans (NAPs) and complements FAO’s Addressing agriculture, forestry and fisheries in National Adaptation Plans – Supplementary guidelines (referred to as NAP-Ag Guidelines, FAO 2017a). It aims to draw the attention of policy makers and government officers responsible for NAP planning and processes generally, as well as fisheries and aquaculture officers at country level, specifically. It collates and analyses relevant information from fisheries and aquaculture to support the sector’s ability to take part in national climate change adaptation planning processes.

The 2018 edition of The State of World Fisheries and Aquaculture emphasizes the sector’s role in achieving the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, and measurement of progress towards these goals. It notes the particular contributions of inland and small-scale fisheries, and highlights the importance of rights-based governance for equitable and inclusive development. This report aims to accelerate climate change adaptation implementation in fisheries management throughout the world. It showcases how flexibility can be introduced in the fisheries management cycle in order to foster adaptation, strengthen the resilience of fisheries, reduce their vulnerability to climate change, and enable managers to respond in a timely manner to the projected changes in the dynamics of marine resources and ecosystems. The publication includes a set of good practices for climate-adaptive fisheries management that have proven their effectiveness and can be adapted to different contexts, providing a range of options for stakeholders including the fishing industry, fishery managers, policymakers and others involved in decision-making. These good practices were linked to one or more of the three common climate-related impacts on fisheries resources: distributional change; productivity change; and species composition change. Therefore, these three impacts can serve as practical entry points to guide decision-makers in identifying good practice adaptation measures suitable for their local contexts. These good practices are based upon transferable experiences and lessons learned from the thirteen case studies across the globe and hopefully will contribute to greater uptake and implementation of climate-adaptive fisheries management measures on the ground.
