Collaborative Resilience

This book examines a range of efforts to enhance resilience through collaboration, describing communities that have survived and even thrived by building trust and interdependence. A resilient system is not just discovered through good science; it emerges as a community debates and defines ecological and social features of the system and appropriate scales of activity. Poised between collaborative practice and resilience analysis, collaborative resilience is both a process and an outcome of collective engagement with social-ecological complexity.

This book constitutes the refereed proceedings of the 16th IFIP WG 5.5 Working Conference on Virtual Enterprises, PRO-VE 2015, held in Albi, France, in October 2015. The 61 revised papers were carefully selected from 126 submissions. They provide a comprehensive overview of identified challenges and recent advances in various collaborative network (CN) domains and their applications, with a strong focus on the following areas: risks in collaborative networks; agility and resilience in collaborative networks; collaboration frameworks; logistics and transportation; innovation networks; governance in collaborative networks; collaborative communities; information and assets sharing; business processes; performance and optimization; and network formation.

The terrorist attacks of September 11, 2001 (9/11) on the United States prompted a rethinking of how the United States prepares for disasters. Federal policy documents written since 9/11 have stressed that the private and public sectors share equal responsibility for the security of the nation's critical infrastructure and key assets. Private sector entities have a role in the safety, security, and resilience of the communities in which they operate. Incentivizing the private sector to expend resources on community efforts remains challenging. Disasters in the United States since 9/11 (e.g., Hurricane Katrina in 2005) indicate that the nation has not yet been successful in making its communities resilient to disaster. In this book, the National Research Council assesses the current states of the art and practice in private-public sector collaboration dedicated to strengthening community disaster resilience.

Supporters of environmental well-being and climate resilience are awakening and mobilizing – cities, states, business, academia, community-based organizations, and the military. They understand the imminent and long-term risks of climate deterioration and they are creating new structures beyond the top-down government policy efforts of the past. This highly practical book provides a clear insight into these collaborative solutions by real organizations in real time. It demonstrates how people from disparate fields and stakeholders cooperate to address climate issues at ground level and reveals how this can be undertaken effectively. Through case studies of key organizations such as the NYC Sustainability Office, Detroiters Working for Environmental Justice, IBM, and West Point Military Academy, readers will understand each party’s role in a cooperative enterprise and the means by which they support climate resiliency, their institutional goals, and their communities. Of particular value, the book illustrates the co-benefits of multi-party resilience planning: faster approval times; reduced litigation; ability to monetize benefits such as positive health outcomes; the economic benefits of cooperation (for example, capacity building through financing climate planning and resilience across public, private, and other sources of funding); and developing a shared perspective. The book will be of great interest to business managers, policymakers, and community leaders involved in combating climate change, and researchers and students of business, public affairs, policy, environment, climate, and urban studies.

Natural disasters-including hurricanes, earthquakes, volcanic eruptions, and floods-caused more than 220,000 deaths worldwide in the first half of 2010 and wreaked havoc on homes, buildings, and the environment. To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.

This book presents a select set of papers from an international and multidisciplinary approach, outlining the vanguard in the field of methodology, tools, and evaluation of the movement towards urban resilience. Reflecting on and redesigning the guidelines that orient the planning and management of urban development has become, today, an issue of global scope and priority that demands the committed and determined participation of society. Faced with the formidable challenge of guiding our cities towards sustainability, it is necessary to develop new approaches, paradigms, models, methodologies, and tools that make it possible to assess and raise the resilience profile of urban socio-ecosystems. The experiences that are developed in this book offer a wide and diverse set of concepts, theories, methodologies, instruments, and casuistry, impregnated by resilience notion, to inspire, influence, and guide thinking and practice for architects, urban planners, government officials, businessmen, civil and research organizations. In this book, the reader will be able to review either theoretical-methodology to organize notions on urban resilience, or application cases in a variety of areas and subsystems of a city but, being all of them inevitably and intricately linked through a complex matrix of structures and interactions that determine future, well-being, and resilience of urban socio-ecosystems in the global anthropo-environment.

In the United States, people of color are disproportionally more likely to live in environments with poor air quality, in close proximity to toxic waste, and in locations more vulnerable to climate change and extreme weather events. In many vulnerable neighborhoods, structural racism and classism prevent residents from having a seat at the table when decisions are made about their community. In an effort to overcome power imbalances and ensure local knowledge informs decision-making, a new approach to community engagement is essential. In Resilience for All, Barbara Brown Wilson looks at less conventional, but often more effective methods to make communities more resilient. She takes an in-depth look at what equitable, positive change through community-driven design looks like in four communities—East Biloxi, Mississippi; the Lower East Side of Manhattan; the Denby neighborhood in Detroit, Michigan; and the Cully neighborhood in Portland, Oregon. These vulnerable communities have prevailed in spite of serious urban stressors such as climate change, gentrification, and disinvestment. Wilson looks at how the lessons in the case studies and other examples might more broadly inform future practice. She shows how community-driven design projects in underserved neighborhoods can not only change the built world, but also provide opportunities for residents to build their own capacities.

Ecosystems of Resilience Practices: Contributions for Sustainability and Climate Change Adaptation focuses on resilience in action by exploring and providing approaches, perspectives, toolboxes, and theoretical discourses for the improvement and enhancement of territorial and community resilience practices towards sustainability and climate change mitigation/adaptation. The book develops a set of tools and design criteria to support the dissemination of resilience practices. This new toolset will support the expansion and reinforcement of resilience practices and the building of solutions related to climate change. The book is divided into three sections: Section one investigates the contribution this kind of resilience approach could have on sustainable development goals as related to climate change. It also includes other environmental challenges such as ecosystem resilience in the face of climate change. Chapters dedicated to exploring the issues for a renovated governance of territorial transformation processes are included. Section two focuses on the eco-systems of resilience practices characterization, including discourses on international networking of transitions initiatives. Section three presents operative guidelines, instruments, and proposals for the resilience practices "stabilization," "blooming," and "up scaling," aiming at a more effective and consistent contribution of resilience practices in reaching sustainability, adaptation goals, and scenarios at local and global scales.
