Colonial Collections Revisited

The story of colonial collecting is complex and full of contradictions. Collectors often appreciated the 'other' cultures where they obtained collections, but at the same time they had a close relationship with the colonial authorities who were willing to subjugate societies with military violence. This book addresses colonial collecting with examples from the Dutch East Indies and, by means of comparison, with a discussion about collecting in British India. Since the 1990s the phenomenon of collecting has become an important part of anthropological discourse. This development touches upon the foundations of the discipline, since it throws light on how the white colonizers dealt with local cultures, and thus on how the formation of the anthropological discourse took place. The study of collecting can help us to develop an anthropology of intentionality, instrumentality and desire, as Anthony Shelton argues in one of the contributions to this book. Objects do not stop 'to live' when collected. Margaret Wiener discusses the magic of the kris, which is influential even in Europe, far from the context in which the magic is created. Other chapters treat in detail the military entanglement with collecting in the Dutch East Indies. There is also attention for ethnographic collecting in the context of scholarly activities, particularly in the chapter by Ruth Barnes. The broad picture of colonial collecting ,as presented in this book, includes an analysis of the appropriation of the Indonesian Hindu-Buddhist culture by means of collecting Javanese antiquities, detailed descriptions of colonial wars (North Sumatra, South Sulawesi, Bali and Lombok) and a discussion of the cultural heritage of the Ethische Politiek. In recent years, not only ethnographic collections, but also the European canon of art history have come under siege. The colonial history and Eurocentric bias of both the museums and the academy have increasingly been put at center stage in a fierce discussion of the legitimacy and significance of scientific, curatorial, and artistic practices in a globalized world. In a largely forgotten intervention, the curator and ethnologist Julius Lips inverted the "colonial gaze" by collecting images of Europeans from colonial contact zones. Published in exile in 1937, "The Savage Hits Back" forged a contemporaneity of artistic works and opposed the aesthetics and narratives of Primitivism and Salvage Anthropology, subverting colonial power. The volume provides a fresh view of Lips' biography and work spanning three decades and four political systems in the transatlantic world. The contributors look at prewar ethnology, art history, and museum practice and explore the traces of an inverted gaze in global art and the possibility of a symmetric anthropology and art history. Cultural Diplomacy and the Heritage of Empire analyzes the history of the negotiations that led to the atypical return of colonial-era cultural property from the Netherlands to Indonesia in the 1970s. By doing so, the book shows that competing visions of post-colonial redress were contested throughout the era of post-World War II decolonization. Considering the danger this precedent posed to other countries, the book looks beyond the Dutch-Indonesian case to the “Elgin (Parthenon) Marbles” and “Benin Bronzes” controversies, as well as recent developments relating to returns in France and the Netherlands. Setting aside the “universalism versus nationalism” debate, Scott asserts that the deeper meaning of post-colonial cultural property disputes in European history has more to do with how officials of former colonial powers negotiated decolonization, while also creating contemporary understandings of their nations’ pasts. As a whole, the book expands the field of cultural restitution studies and offers a more nuanced understanding of the connections drawn between postcolonial national identity making and the extension of cultural diplomacy. Cultural Diplomacy and the Heritage of Empire offers a new perspective on the international influence of the UNGA and UNESCO on the return debate. As such, the book will be of interest to scholars, students and practitioners engaged in the study of cultural property diplomacy and law, museum and heritage studies, modern European history, post-colonial studies and historical anthropology.

Indonesia is home to diverse peoples who differ from one another in terms of physical appearance as well as social and cultural practices. The way such matters are understood is partly rooted in ideas developed by racial scientists working in the Netherlands Indies beginning in the late nineteenth century, who tried to develop systematic ways to define and identify distinctive races. Their work helped spread the idea that race had a scientific basis in anthropometry and craniology, and was central to people’s identity, but their encounters in the archipelago also challenged their ideas about race. In this new monograph, Fenneke Sysling draws on published works and private papers to describe the way Dutch racial scientists tried to make sense of the human diversity in the Indonesian archipelago. The making of racial knowledge, it contends, cannot be explained solely in terms of internal European intellectual developments. It was "on the ground" that ideas about race were made and unmade with a set of knowledge strategies that did not always combine well. Sysling describes how skulls were assembled through the colonial infrastructure, how measuring sessions were resisted, what role photography and plaster casting played in racial science and shows how these aspects of science in practice were entangled with the Dutch colonial Empire.

The treatment of cultural colonial objects is one of the most debated questions of our time. Calls for a new international cultural order go back to decolonization. However, for decades, the issue has been treated as a matter of comity or been reduced to a Shakespearean dilemma: to return or not to return. Confronting Colonial Objects seeks to go beyond these classic dichotomies and argues that contemporary practices are at a tipping point. The book shows that cultural takings were material to the colonial project throughout different periods and went far beyond looting. It presents micro histories and object biographies to trace recurring justifications and contestations of takings and returns while outlining the complicity of anthropology, racial science, and professional networks that enabled colonial collecting. The book demonstrates the dual role of law and cultural heritage regulation in facilitating colonial injustices and mobilizing resistance thereto. Drawing on the interplay between justice, ethics, and human rights, Stahn develops principles of relational cultural justice. He challenges the argument that takings were acceptable according to the standards of the time and outlines how future engagement requires a re-invention of knowledge systems and relations towards objects, including new forms of consent, provenance research, and partnership, and a re-thinking of the role of museums themselves. Following the life story and transformation of cultural objects, this book provides a fresh perspective on international law and colonial history that appeals to audiences across a variety of disciplines. Together, the Royal Museum for Central Africa in Tervuren, Belgium, and the Institut des Musées Nationaux du Zaire (IMNZ) in the Congo have defined and marketed Congolese art and culture. In Authentically African, Sarah Van Beurden traces the relationship between the possession, definition, and display of art and the construction of cultural authenticity and political legitimacy from the late colonial until the postcolonial era. Her study of the interconnected histories of these two institutions is the first history of an art museum in Africa, and the only work of its kind in English. Drawing on Flemish-language sources other scholars have been unable to access, Van Beurden illuminates the politics of museum collections, showing how the IMNZ became a showpiece in Mobutu’s effort to revive “authentic” African culture. She reconstructs debates between Belgian and Congolese museum professionals, revealing how the dynamics of decolonization played out in the fields of the museum and international heritage conservation. Finally, she casts light on the art market, showing how the traveling displays put on by the IMNZ helped intensify collectors’ interest and generate an international market for Congolese art. The book contributes to the fields of history, art history, museum studies, and anthropology and challenges existing narratives of Congo’s decolonization. It tells a new history of decolonization as a struggle over cultural categories, the possession of cultural heritage, and the right to define and represent cultural identities.
