This Safety Guide deals with the commissioning of land based stationary thermal nuclear power plants of all types. It covers how to meet the requirements of the commissioning programme, organization and management, test and review procedures, and the interfaces between organizations involved in commissioning activities. It also deals with the control of changes in the commissioning activities. Commissioning is one of the key steps towards putting into service a new nuclear facility, or a new system, structure or component within an existing facility. The publication elaborates on the generic guidance provided in IAEA Safety Standards Series No. SSG-12, Licensing Process for Nuclear Installations, and gives supplementary practical guidance for nuclear power plants.
