Excerpt from Compilation of Senate Election Cases From 1789 to 1885 The general plan in making up the cases has been to give the reports of committees, majority and minority, in all cases in which there were reports; transcripts from the journals of the proceedings of the Senate relating to them; and inserted references to the debates of each day. In those cases in which there were no reports, extracts from debates have usually been-given. In a few of the early cases, in which the reported debates are brief, the whole debate is given. Each case is accompanied by a head-note stating the points in question and the action of the Senate. I have separated into a class by themselves those cases involving the question of the power of governors of States to fill vacancies; and in connection with these cases is given a list, prepared from the credentials on file, of all the appointments of Senators by gov cruors. It was my original purpose to make a separate class of the expulsion cases, and to make certain other divisions into classes, but as certain of the cases involve several different questions, it seemed better to arrange them all, with the exception of the class first referred to, chronologically. An introduction contains extracts from the debates in the Federal convention of 1787, taken from the Madison Papers, on such parts of the Constitution as relate to the election and qualifications of Senators; extracts from the Constitution relating to the same; and the act of July 25, 1866, relating to the election of Senators. Created in 1787, the United States Senate is one of the two chambers of the Congress of the United States, the other being the House of Representatives. In the Senate, each state is equally represented by two members, regardless of population; as a result, the total membership of the body is 100. Senators serve for six-year terms that are staggered so elections are held for approximately one-third of the seats (a "class") every second year. The Vice President of the United States is the presiding officer of the Senate but is not a senator and does not vote except to break ties. The Senate is regarded as a more deliberative body than the House of Representatives; the Senate is smaller and its members serve longer terms, allowing for a more collegial and less partisan atmosphere that is somewhat more insulated from public opinion than the House. The Sultana was a sidewheel Mississippi steamboat carrying almost two thousand recently-released Union prisoners-of-war back north at the end of the Civil War. At 2:00 a.m. on April 27, 1865, when the boat was seven miles above Memphis, her boilers exploded. Almost 1,200 people perished in the worst maritime disaster in United States history. Gene Eric Salecker covers this disaster in detail and dispels the many myths that have been connected to the Sultana for too long. Almost every author who has written about the Sultana has relied on the words of a few survivors or referred to the works of previous authors to get their story.
