East Asia is undergoing a remarkable transformation, but at the same time it is facing a growing number of traditional and nontraditional security challenges with the potential to destabilize the region. In recent years, there has been growing attention to ways to strengthen regional security cooperation at the government level but much less attention to what is happening outside of official circles. In fact, civil society organizations in the region have quietly been playing a greater role in responding to security threats, especially nontraditional security challenges. In "A Growing Force" the authors explore how these organizations are contributing in five areas--piracy, disaster relief, human trafficking, health, and climate change--in order to diagnose how they are helping and what can be done to make them more effective. Contributors include Gui Yongtao (Peking University), Yanzhong Huang (Council on Foreign Relations), Jun Honna (Ritsumeikan University, Japan), Yukie Osa (Association for Aid and Relief, Japan), Chung Suh-Yong (Korea University), and J.N. Mak (independent analyst, Malaysia).

This book assesses the extent to which an emphasis on national security and prioritization of state interests has dominated governance policy-making in Northeast and Southeast Asia, at the expense of human security, human development, and human rights. The findings are that in many cases, there are embedded structural obstacles to achieving human-centered governance objectives in the region. These relate to the role of the military, historical authoritarian legacies, and new authoritarian trends. Contributors examine not only the most obvious instances of military domination of governance in the region (North Korea with its “Military First” philosophy, Thailand since the 2014 coup, and Myanmar with its long history of military rule), but also less well known examples of the influence of conflict legacies upon governance in Cambodia, Timor-Leste, and Laos, as well as the emergence of new reservoirs of power and resources for the forces of authoritarianism.

This book explores human security in East Asia, focusing especially on the challenges of coordination and collaboration among actors involved in securing and promoting human security. It includes detailed case studies of military interventions in East Asia, including East Timor, and also non-military interventions, including international criminal justice in Cambodia.

This book reveals how the idea of human security, combined with other human-centric norms, has been embraced, criticized, modified and diffused in East Asia (ASEAN Plus Three). Once we zoom in to the regional space of East Asia, we can see a kaleidoscopic diversity of human security stakeholders and their values. Asian stakeholders are willing to engage in the cultural interpretation and contextualization of human security, underlining the importance of human dignity in addition to freedom from fear and from want. This dignity element, together with national ownership, may be the most important values added in the Asian version of human security.

This book takes up a wide variety of human security challenges beyond the dimension of human conflict, and looks at both natural and human disasters that the East Asian region faces or is attempting to resolve. While discussing various human security issues, the case studies offer practical lessons to address serious human security challenges in the framework of the ASEAN Plus Three and beyond. Against the backdrop of multifaceted globalization and parochial reactions thereto, this book is a powerful contribution to universal human security.
