Conflict And Crisis In Rural America

This volume sets out to explore the dialectic relating agriculture, crisis and conflict, and attempts to expand the knowledge on these interactions. Part 1 of the volume (chapters 1-6) discusses thematic issues and methodological approaches to understanding the intersection of agriculture, crisis and conflict. Part 2 (chapters 7-20) provides case studies that take a detailed approach to understanding agricultural contexts facing crisis and conflict, or the role played by agriculture within crisis and conflict. Studies are selected from areas that might be expected to feature in such a volume (the Middle East and North Africa, sub-Saharan Africa, South and Southeast Asia, and Latin America) as well as less obvious regions where conflict within agriculture refers not to widespread violence or wars but rather latent or simmering crisis (Central Asia and Europe). Crises stemming from politically-driven violence, natural disasters and climate change are covered, as well as competition over resources.

The failures of “free-market” capitalism are perhaps nowhere more evident than in the production and distribution of food. Although modern human societies have attained unprecedented levels of wealth, a significant amount of the world’s population continues to suffer from hunger or food insecurity on a daily basis. In Agriculture and Food in Crisis, Fred Magdoff and Brian Tokar have assembled an exceptional collection of scholars from around the world to explore this frightening long-term trend in food production. While approaching the issue from many angles, the contributors to this volume share a focus on investigating how agricultural production is shaped by a system that is oriented around the creation of profit above all else, with food as nothing but an afterthought. As the authors make clear, it is technically possible to feed to world’s people, but it is not possible to do so as long as capitalism exists. Toward that end, they examine what can be, and is being, done to create a human-centered and ecologically sound system of food production, from sustainable agriculture and organic farming on a large scale to movements for radical land reform and national food sovereignty. This book will serve as an indispensible guide to the years ahead, in which world politics will no doubt come to be increasingly understood as food politics.

Agricultural workers are exposed to many risks during their life cycle and are particularly vulnerable to covariate risks, such as droughts, armed conflict and pandemics. Despite the great potential of social protection policies to protect this segment of the population, agricultural workers are commonly excluded from social protection systems—especially from contributory schemes—due to legal, programme design, financial, administrative, institutional, participation, and information barriers. This paper analyses the availability of social insurance schemes for agricultural workers in the Near East and North Africa (NENA) region, including many types of insurance: old age, disability and survivors’, sickness and maternity, work injury, and unemployment, as well as family and child allowances. In addition, we analyse agricultural insurance schemes, as they play a critical role in protecting agricultural producers from the catastrophic impact of covariate risks. We examine the barriers for agricultural workers to participate in contributory schemes, highlighting good practices being adopted in NENA countries to address them. This paper thus aims to help fill a gap in the literature regarding the role of contributory schemes for agricultural workers. Most importantly, it aims to highlight paths towards more comprehensive social protection systems, capable of addressing the pressing challenges in NENA countries, such as inequities between rural and urban populations, lack of rural development, and insufficient protection for rural families.

The book explores the pressing problem of rural violence in contemporary Nigeria by assessing the changing patterns of conflict and response across the country. Rural violence in Nigeria is becoming an increasingly pressing concern, with cattle rustling, banditry, kidnapping and farmer-herder conflicts putting immense pressure on the state’s institutional preparedness and the response capacity of the government, military and other security agencies. Drawing from the expertise of a wide range of African development, governance and security researchers and practitioners, this book assesses the severity of the current problem of rural violence, and provides a critical analysis of the various national and state responses to rural violence in Nigeria. Ultimately, the book aims to provide suggestions for restoring peace, security and development in Nigeria. This book will be of interest to scholars, researchers and administrators across Political Science, Security Studies, Rural Studies, and Regional Studies in Africa.

This book investigates the range of conflicts over land and other natural resources in contemporary Zimbabwe, considering the different forms these conflicts take, and the ensuing outcomes. Zimbabwe is a country rich in natural resources, including land, wildlife, minerals, and water resources. These resources are integral to the formal and informal livelihoods of most Zimbabweans, as well as supporting many key industries. Wildlife, land, and water resources are also embedded in indigenous knowledge systems, religious beliefs, and rituals in many rural communities, forming an important part of people’s identity and sense of belonging. However, this book demonstrates the ways in which rural communities are being denied access to these resources and being displaced by extractive companies and the government. Their response is often to turn to violence to try to reclaim their lands. Drawing on original empirical research from different conflicts across Zimbabwe, the book also considers the issue in the context of problems such as climate change, human-wildlife conflicts, and politico-economic crises. This book will be useful to policy makers, students, conservationists, and academics across the fields of sociology, human geography, development, political science, and environment studies.

This book compares different international responses to the internal conflicts in Syria and Yemen through an examination of the coverage each conflict has received in the media. The work explores and evaluates rival explanations for why the Syrian conflict has garnered so much more attention than the Yemen conflict and the opportunities and limitations for using international law and international humanitarian law to discuss and analyze intervention. Using this assessment, the authors discuss why this differential attention matters in terms of IR theory, humanitarian response, and policy recommendations for responding to humanitarian crises.

The Near East and North Africa (NENA) has always been affected and in many ways shaped by the high levels of human mobility. However, rural migration - or migration to, from and between rural areas - is often overlooked, despite its important ramifications for food security, agriculture, rural development and regional disparities. In the next decade, persistent poverty, climatic threats and increasing competition for natural resources may fuel greater levels of migration across NENA countries. This report was designed to provide policy makers, practitioners and development partners with an overview of the main challenges and opportunities of rural migration in the NENA region.
