The purpose of this book is to analyse the influence of domestic politics on congressional intervention in US policy towards China with special reference to three factors which might loosely be termed structural factors: partisanship, constituency and committees. The analysis is conducted by examining two issues: China's most-favoured-nation (MFN) status and the Taiwan issue during the Republican George Bush administration (1989-1992) and most of the Democratic Bill Clinton administration (1993-1999). This book explores relations between the U.S. and China, focusing in particular on China policy in the U.S. Congress, which has been unusually active in the development of this relationship, and the most controversial issues in US-China relations: Taiwan, trade and human rights.

Relations across the Taiwan Strait were unstable for decades before May 2008. Several acknowledged "crises" raised the possibility of war between China and the US and/or Taiwan and at times political disputes wracked the US-Taiwan relationship. Nevertheless, the Taiwan Relations Act (TRA) of 1979 helped maintain peace by deterring coercive actions by China against the island.

The study focuses systematically on the range of domestic influences, but also considers less obvious but vital roles played by European and Asian nations, as well as Taiwan and China Itself.

More than thirty years have passed since the normalization of Sino-American relations in 1979. The United States and China are becoming more interdependent economically, yet at the same time, significant movement and improvements in Sino-American relations are constrained by major economic, security, political and other differences between the two countries. This volume analyzes current problems and issues in Sino-American relations in the context of regional and global strategic patterns and their historical development in the last thirty years. Shaped by often very dramatic events, international security and the international system have changed significantly in recent years. The conclusion of the Cold War, the emergence of new political systems, the growth of significant threats such as terrorism, and the development of new security doctrines have driven global transformation.
