The unprecedented uncertainties marked by the pandemic and strategic conflicts between the key forces have redirected our attention to the importance of partnerships and engagements in international relations. India-EU dialogues through the annual summits have familiarized each other towards a greater understanding of one another’s perspectives and interests. Their strategic engagement has broadened in the last few years to include climate change, energy, connectivity, migration, education, science and technology, and research and innovation. The growing convergence in Brussels and New Delhi’s strategic interests open up new windows of opportunities for greater cooperation on diversified issues. Capturing the new momentum in India-EU relations, this book uncovers various issues and topics spanning across politics, education, and culture. Each chapter in this book analyzes the scope of the cooperation, the existing challenges that India and the EU encounter, and provides policy recommendations for the future.

Universities are inherently and definitionally universal in their quest for the creation and dissemination of knowledge. They are set to defy borders that exist in parochial forms. Globalization which opened up borders has by design or default created inequalities and imbalances in knowledge systems. Undoubtedly, knowledge is power but there is difference in the power that is intrinsic to it and the power that is ascribed which is determined by dominant political and economic hierarchies. If knowledge predominantly flows from global north to global south, people seeking knowledge move from global south to global north. These imbalances are also seen within these regions, between cultures and communities, one claiming superiority over the other. These realities call for a reassessment of not only what constitutes knowledge, but also what encompasses the idea of borders. By presenting case studies of internationalization in institutions of higher education around the world, this volume identifies unforeseen or unintended impacts within and across countries. With contributions from Africa, Asia, Europe, Latin America, Middle East, and North America the volume considers the nature and origin of positive and negative unintended consequences of internationalization policy and practice in national contexts, while also offering uniquely comparative insights. Chapters consider how internationalization is reflected in curricula, teaching, research, and mobility initiatives to highlight common pitfalls, as well as best practice for effective, sustainable, and equitable internationalization globally. Using a critical lens, the book explores how internationalization offers opportunities for learning, for entrepreneurial change, and for knowledge dissemination, and generates paradoxes and dilemmas in terms of political and ethical issues for individuals, communities, and the institutions themselves. This book analyzes the role of energy in Indian foreign policy, particularly in defining bilateral relations. It also focuses on the critical gaps in conceptualizing its formulations and recommends a framework for sustainable energy security. India, the fourth largest consumer of oil, is an energy-deficit economy, importing more than eighty percent of its needs. This makes securing energy integral to its foreign policy goals. Obviously it is important for India to actively participate in the global energy market and establish robust, enduring and nuanced diplomatic relations with energy exporting countries. Equally important is that India diversifies its energy mix and moves towards carbon-free growth. Renewable energy is today high on the global energy agenda. Indian energy policy thus has to address a range of issues, domestically and on foreign turf. It has to move beyond the transactional mode by creating equity in the global energy industry. Today, the global energy regime is undergoing fundamental changes, as is the power dynamics of the global energy order. There are now many new producers and diverse consumers. The trade in energy has increased in volume and its direction has shifted from the West to the East, and the ongoing structural changes in the energy market call for a new security architecture. Given the complex and competitive environment of the new geo-economics and geopolitics of energy, the question could well be, should India frame energy issues in conflict mode or move toward innovative cooperation? In either case the message is that India needs an integrated energy security policy.

India and the European Union bear a particular responsibility: as international relations change, not least because of the global COVID-19 pandemic, the two largest democracies in the world have the unique potential to jointly demonstrate that trusting cooperation and mutual understanding are both indispensable and fruitful—all the more so in the context of increasing national egoism and disregard for the fundamental principles of multilateralism. This realisation is not new. Believing in the necessity and mutual benefit of close cooperation, India and the EU struck a strategic partnership in 2004. But resounding success in forging closer bilateral ties and promoting an inclusive, rules-based global order has proved elusive. Since 2016, however, the EU’s Global Strategy has offered new opportunities for a restart of European foreign policy, envisaging new partnerships and recalibrating existing ones. On India’s part, too, changing stances have presented new openings—with New Delhi criticising protectionism and calling for a strengthening of multilateralism. This timely book scrutinises the status quo and the future potential of revitalised EU-India relations. By exploring and analysing conceptual approaches to and key dimensions of the strategic partnership, including trade, climate policy and development cooperation, it evaluates the prospects for future cooperation. Lastly, it offers policy recommendations for advancing the partnership between India and the EU.

Relations between the European Union (EU) and India have been growing in quantity and quality in the last two decades. Alongside the economic dimension, the political and security elements of the relationship have emerged as the most promising area for further collaboration between the two sides. This volume brings together analyses and recommendations on EU-India security relations in the fields of: (i) maritime security and freedom of navigation; (ii) cyber security and data protection; (iii) space policy and satellite navigation; (iv) defence cooperation. The chapters have been written by a select pan-European and Indian group of experts tasked by the Rome-based Istituto Affari Internazionali (IAI) and the Mumbai-based Gateway House (GH) in the framework of the EU-India Think Tank Twinning Initiative – a public diplomacy project aimed at connecting research institutions in Europe and India funded by the EU. The book provides the reader with original research and innovative insights into how to move forward EU-India relations. India, one of the largest importers of oil in the world, has been diversifying its energy resource options and moving towards greater energy security. This book analyses India’s potential for building energy ties in the Asia–Pacific considering the global and regional power politics. Facing China’s growing influence in Asia, India’s eastward engagement with its extended neighbours has been entrenched in its Act East Policy and institutional commitments towards Southeast Asia. This volume focuses on diverse facets of energy security beyond the traditional understanding of demand and supply and price and stability. It examines India’s energy sector, its dependence on hydrocarbons, and the push towards renewable and alternate energy resources. It further looks at the strategic importance of the Indian Ocean and South China Sea regions in geopolitical negotiations from an energy perspective and how China’s influence in the region will affect India’s moves towards greater energy cooperation with the countries of East Asia. With contributions by leading experts, the volume seeks to fill a major void in this theme and cater to the needs of a variety of audiences including academics, policymakers and experts in international relations, geopolitics and geoeconomics, and professionals in the field of energy studies.

In a multipolar world with growing demand for energy, not least by Emerging Powers such as Brazil, India, China or South Africa (BICS), questions of EU external energy governance would at first hand appear to be a high-priority. Yet, reality tells a different story: the EU’s geographical focus remains on adjacent countries in the European neighbourhood and on issues related to energy security. Despite being Strategic Partners and engaging in energy dialogues, it seems that the EU is lacking strategic vision and is not perceived as a major actor in energy cooperation with the BICS. Thus, political momentum for energy cooperation and joint governance of scarce resources is vanishing. Resulting from three years of international, interdisciplinary research cooperation among academics and practitioners in Europe and the BICS countries within a project funded by the Volkswagen Foundation, this volume addresses one of the greatest global challenges. Specific focus lies on the bilateral energy dialogues and Strategic Partnerships between the EU and Emerging Powers regarding bilateral, inter- and transnational energy cooperation. Furthermore, the analysis provides policy recommendations in order to tap the full potential of energy cooperation between the EU and Brazil, India, China and South Africa.
