Coping With Caveats In Coalition Warfare

This book develops a framework for analysis, and a set of research strategies, to better understand the conditions and mechanisms involved in the considerable use of caveats by states contributing militarily to coalition operations. In the professional language of military servicemen, security analysts and decision-makers, “caveats” refers to the reservations on the use of force states put on their military contingents as a precondition to participate in particular multinational enforcement operations. Such understood caveats are an instrument of statecraft and foreign policy. However, caveats also are a potential threat to the integrity and military effectiveness of the coalition force in question, and, further down the road, an erosion on the fabric of security alliances. This volume is ideal for audiences interested in military and defence studies, security studies and coalition warfare.

In the past century, multinational military operations have become the norm; but while contributions from different nations provide many benefits—from expanded capability to political credibility—they also present a number of challenges. Issues such as command and control, communications, equipment standardization, intelligence, logistics, planning, tactics, and training all require consideration. Cultural factors present challenges as well, particularly when language barriers are involved. In Allies in Air Power, experts from around the world survey these operations from the birth of aviation to the present day. Chapters cover conflicts including World War I, multiple theaters of World War II, the Korean War, the Vietnam War, the Gulf War, Kosovo, the Iraq War, and various United Nations peacekeeping missions. Contributors also analyze the role of organizations such as the UN, NATO, and so-called "coalitions of the willing" in laying the groundwork for multinational air operations. This thesis explores the issue of the utility of junior partners in coalition warfare in the post-Cold War era. It begins with the observation that the International Relations and strategic studies literatures are surprisingly under-developed on the issue of coalition warfare, in particular when it comes to exploring the relations between the coalition leader and the junior partners. This thesis challenges the conventional wisdom about coalition-building in the post-Cold War era. It argues that there are two distinct, albeit mutually reinforcing, causal paths to utility: the first is the standing of a state participating to the intervention, the second is the combination of integration and quality of its armed forces. In order establish this result, the thesis adopts a mixed-method approach, combining a crisp-set Qualitative Comparative Analysis (csQCA) conducted on 204 cases with detailed case studies of twelve states participating in four multinational military interventions after the Cold War. This core finding has two major consequences. First, in coalition warfare, the more is not necessarily the merrier. There is no linear relation between a junior partner's, participation to an intervention, and an increase of the legitimacy and/or military effectiveness of the said intervention. For the utility of a junior partner to be established, the conditions of standing and/or the combination of integration and quality must be met. Second, it is very rare to have a clear trade-off between military and political utility. In most cases, the two causal mechanisms leading to utility are simultaneous. These findings have important consequences for both research on alliances and policy-making.

This volume brings together expert case studies on a range of experiences of third-party interventions in civil wars. The chapters consider the role of a variety of organisations, including the United Nations, NATO, the European Union, the Shanghai Cooperation Organisation, the Organisation of the Islamic Conference, the African Union, and the Organization of American States. Each case study features a presentation and analysis of empirical data in two dimensions: the organisation’s general capabilities to carry out intervention in civil wars and, specific to one particular intervention, the conflict context in which it happened. This serves two purposes. First, to offer insights into the dynamics of each individual case and helping us understand the specific outcome of an intervention effort, i.e., why did a mission (partially) succeed or fail. Second, it enables us to make real comparisons between the cases and draw policy-relevant conclusions about the conditions under which military, civilian and hybrid intervention missions are likely to succeed. This book was originally published as a special issue of Civil Wars.

We have recently experienced the rather sudden end of the cold war, an event that ranks among not only the top public events of this century, but in view of the projected consequences had a nuclear war occurred, may be judged as a seminal point in the history of our civilization. Mankind's highest level of technology had been impressed into the service of military security as two sizable alliances faced each other nervously as they contemplated the horrendous costs of implementing their war-making capabilities. For the great powers, a big war didn't make sense. But for many states, smaller wars may well remain attractive.

After war, police forces are often unable or unwilling to put pressure on suspected war criminals, organized crime groups, and other spoilers of sustainable peace. This book sheds light on the role of international military forces in post-conflict law enforcement. Drawing on numerous interviews, it shows that EU and NATO military forces have not systematically fought serious crime in Bosnia-Herzegovina and Kosovo. International actors need to better balance their own interests as well as the requirement to separate military and police functions with the urgent need to protect individuals in war-torn countries. The policy recommendations in the book are aimed at contributing to more effective, efficient, and legitimate peace operations in the Balkans and beyond.
