Cosmopolitan Ambassadors International Exhibitions Cultural Diplomacy And The Polycentral Museum

How are museums working internationally through exhibitions? What motivates this work? What are the benefits and challenges? What factors contribute to success? What impact does this work have for audiences and other stakeholders? What contributions are they making to cultural diplomacy, intercultural dialogue and understanding? Cosmopolitan Ambassadors first considers the current state of knowledge about international exhibitions and proposes an interdisciplinary analytical framework encompassing museum studies, visitor studies, cultural diplomacy and international cultural relations, cosmopolitanism and intercultural studies. It then presents a comprehensive empirical analysis of an exhibition exchange involving two exhibitions that crossed five countries and three continents, connecting six high profile cultural institutions and spanning almost a decade from initial conception to completion. A detailed comparison of both the intercultural production of international exhibitions by museum partnerships and by the interpretive acts and meaning-making of visitors, reveals the many complexities, challenges, tensions and rewards of international exhibitions and their intersection with cultural diplomacy. Key themes include the realities of international collaboration, its purposes, processes and challenges; the politics of cultural (self-)representation and Indigenous museology; implications for exhibition design, interpretation, and marketing; intercultural competency and museum practice; audience reception and meaning-making; cultural diplomacy in practice and perceptions of its value. This first-ever empirically-grounded, theoretical analysis provides the basis of a new model of museums as polycentral: as places that might produce a kaleidoscopic vision of multiple centres and help to dissolve cultural boundaries by encouraging dialogue, negotiation and the search for intercultural understandings. Guidelines for practice include recommendations for successful international museum partnerships, exhibition development and maximizing the potential of museum diplomacy.

This book focusses on Russia’s cultural statecraft in dealing with a number of institutional cultural domains such as education, museums and monuments, high arts and sport. It analyses to what extent Russia’s cultural activities abroad have been used for foreign policy purposes, and perceived as having a political dimension. Building on the concept of cultural statecraft, the authors present a broad and nuanced view of how Russia sees the role of culture in its external relations, how this shapes the image of Russia, and the ways in which this cultural statecraft is received by foreign audiences. The expert team of contributors consider: what choices are made in fostering this agenda; how Russian state authorities see the purpose and limits of various cultural instruments; to what extent can the authorities shape these instruments; what domains have received more attention and become more politicised and what fields have remained more autonomous. The methodological research design of the book as a whole is a comparative case study comparing the nature of Russian cultural statecraft across time, target countries and diverse cultural domains. It will be of interest to scholars and students of Russian foreign policy and external relations and those working on the role of culture in world politics.

At the center of current debates surrounding the social function of museums, questions concerning museum activities and the participation of both inhabitants and the public arise. In 2019, these questions were the subject of many heated debates at the 34th General Assembly of ICOM in Kyoto, which intended to propose a new definition of the museum. As the representations of the tensions between Universalist and Communitarian approaches are not only largely dependent on the historical and socio-political contexts of the various countries concerned, a generational angle must also be considered. It thus seems totally anachronistic to try to defend a dichotomous vision that is far too simplistic. At the heart of these current events and international issues, this collective work studies, in an international context, the values, actions and discourses advocated for participating in processes such as collection, selection, conservation and interpretation of heritage elements linked to the territories, resources, knowledge and know-how of various communities. The analysis of the tensions and asymmetries of power between various groups of actors – politicians, managers, scientists, visitors, representatives of local or diasporic populations, among others – particularly in the context of decolonization policies of museums, is also a major part of this book.
