Countering Hybrid Threats

The Ukrainian conflict has come to be considered as the most serious geopolitical crisis in Central and Eastern Europe since the end of the Cold War. Its implications extend well beyond the borders of Ukraine, and its impact on the security of the wider Black Sea region is, as yet, neither contained nor fully understood.This book contains 28 articles on the topic of hybrid warfare and related threats, delivered at the NATO Advanced Research Workshop (ARW) 'Countering Hybrid Threats: Lessons Learned from Ukraine', held in Bucharest, Romania, in September 2015. This event brought together 50 experts from different fields and perspectives, including policymakers, security and intelligence practitioners, and academics. The presentations explored the nature of the Ukrainian conflict and the dynamic evolution of current security threats in Central and Eastern Europe and the Black Sea region with the aim of identifying the key drivers of the conflict and exploring the most efficient instruments and methods for conflict resolution. The book is divided into four sections entitled: challenges of hybrid warfare: multiple perspectives; hybrid war - an old concept with an extensive dimension; counteracting hybrid threats: lessons learned from Ukraine; and finally, the implications of the Ukrainian conflict for regional and Euro-Atlantic security.The book provides a timely reflection on recent events and will be of interest to all those wishing to improve their understanding of hybrid warfare and conflict resolution.

This edited volume provides scholars and practitioners with an in-depth examination of the role of civil-military cooperation in addressing hybrid threats. As they combine the simultaneous employment of conventional and non-conventional tools and target not only military objectives but governments and societies at large, hybrid threats cannot be countered solely by military means, but require an equally inclusive response encompassing a wide range of military and civilian actors. This book, which combines the perspectives of academics, military officers, and officials from international and non-governmental organisations, resorts to different case studies to illustrate the importance of civil-military cooperation in enhancing the resilience of NATO members and partners against a wide range of societal destabilization strategies, thereby contributing to the formulation of a civil-military response to hybrid threats.

Hybrid threats represent one of the rising challenges to the safe and effective management of digital systems worldwide. The deliberate misuse or disruption of digital technologies has wide-ranging implications for fields as diverse as medicine, social media, and homeland security. Despite growing concern about cyber threats within many government agencies and international organizations, few strategies for the effective avoidance and management of threats or the prevention of the disruption they can cause have so far emerged. This book presents multiple perspectives based upon a NATO Science for Peace and Security Programme Advanced Research Workshop on ‘Resilience and Hybrid Threats’ held in Pärnu, Estonia from 26-29 August 2018, and includes a mixture of workshop summary papers and invited perspectives from world experts. Topics include the development of strategies for the protection and recovery of systems affected by hybrid threats, and the benefits of those strategies under different disruption scenarios. The role of risk and resilience assessment pertaining to the information domain is a common focus across all perspectives. Offering an overview of resilience-based decision making through an approach that integrates the threats and dependencies related to infrastructural, informational, and social considerations, the book will be of interest to all those whose work involves the security of digital systems.

Paragraph 10 of the Security Environment section of the NATO Strategic Concept adopted in 2010 clearly defines terrorism as ‘a direct threat to the security of the citizens of NATO countries, and to international stability and prosperity more broadly’. Terrorist attacks in Turkey, France, Belgium, Germany, Canada and the United States have demonstrated both the vulnerability of NATO members to terrorist activity and the need to strengthen security cooperation with countries of both the Mediterranean Dialogue (MD) and Istanbul Cooperation Initiative (ICI). This book presents papers delivered at the NATO Advanced Training Course (ATC) ‘Countering Terrorism and Urban Warfare’, held in Herzliya, Israel, in November 2017. Course participants from both the military and the civilian sectors shared theoretical and practical best practice in the countering of terrorism in an urban warfare context, and the 10 papers included here cover topics such as protecting the civilian population in urban combat areas; terrorists logic behind the choice of target; what Europe can learn from its southern neighbors; countering hybrid threats in megacities and densely populated urban areas; and where will ISIS regroup? Hybrid Warfare refers to a military strategy that blends conventional warfare, so-called 'irregular warfare' and cyber-attacks with other influencing methods, such as fake news, diplomacy and foreign political intervention. As Hybrid Warfare becomes increasingly commonplace, there is an imminent need for research bringing attention to how these challenges can be addressed in order to develop a comprehensive approach towards Hybrid Threats and Hybrid Warfare.
