Countering Transnational Terrorism In Southeast Asia With Respect To Terrorism In Indonesia And The Philippines

Southeast Asia is experiencing tremendous changes both politically and economically. Religious and ethnic issues have increased significantly. The move away from traditional to modern systems creates a degree of instability, eroding the existing system's socioeconomic and politico-psychological tenets, giving rise to counter-elites and opposition groups, and paving the way for a resurgence of racial terrorism and ethnic animosities. Although unfamiliar with insurgencies, Southeast Asia, long considered the "Islamic periphery" owing to its moderate Islamic stance, pluralism and nationalism, is facing a more complex challenge. The root causes of terrorism, both domestic and international, are varied and complex. Some factors are essentially ideological and include religious and ethno-nationalistic extremism. An adequate response requires counter-terrorist policies to interact with broader foreign policy. To be effective, counter-terrorism demands understanding the terrorist's psychology, motivation and goals. Multi lateral diplomatic efforts such as the Association of Southeast Asia Nations (ASEAN) or the ASEAN Regional Forum (AFR) assist in forging substantive agreements that will enhance the sharing of information, tighten border agreements, and reinforce law enforcement cooperation. For example, the United States-ASEAN joint declaration on counter-terrorism, among other goals, pledges to share intelligence, block terrorist finds, tighten borders, and crack down on forged travel documents.

This timely work examines the scale and root causes of terrorism across Southeast Asia, including the role of al-Qaeda's ascendancy in the region. It begins with an overview of the analytical and theoretical framework for discussing the subject. Individual chapters then examine terrorist activities from both functional and country-specific perspectives. The book traces fundamental linkages between terrorism and security issues, such as illegal immigration, narcotics trafficking, and other criminal activity. In addition, it considers the issue of convergence - the growing connection between criminal groups and terrorism, and how this may facilitate future violence. Written by a range of experts in the field, the individual chapters reflect a variety of perspectives. The contributions fall into two broad categories - chapters that directly address terrorism (the groups, their ideologies, their modus operandi, their origins, and state responses to them); and chapters that address the "enabling environment" that exists in Southeast Asia (the role of transnational crime, porous borders, convergence between terrorism and crime).

What has it meant to be labeled the "second-front" in the "global war on terror"? Have Southeast Asian states accepted that the primary threat their countries face is Al-Qaeda-inspired terrorist violence, or are other security concerns deemed more pressing? This study investigates threat perceptions in four Southeast Asian countries: Indonesia, Malaysia, the Philippines, and Singapore. It probes the extent to which their security concerns align with those of Washington, together with their preferred means for dealing with the phenomenon of terrorist violence. The central findings are that, in all four countries, the U.S. counterterrorist security agenda has shaped security perceptions as well as security behavior, though to a greater extent in the Philippines and Singapore than in Indonesia and Malaysia. However, the most important effect in Southeast Asia of this change in the U.S. security priority after 9/11 has been sociopolitical in nature, even where an individual government might not perceive the threat from terrorism to be the major security challenge that it faces. In each of the four states, involvement in the U.S. decision to give overwhelming attention to counterterrorist action has sharpened the focus on long-standing security concerns, especially those connected with the security of the political regime or unity of society. In sum, these countries' domestic concerns interact in complex and subtle ways with their security relationship with the United States, as well as affecting the methods that the individual governments have used to deal with actual or potential terrorist violence inside their countries.

The contributors to this book analyse the different approaches and modes of terrorist rehabilitation that have been attempted by Malaysia, and other countries in Southeast Asia. With an emphasis on the particular contexts within which they operate, this book examines the factors that determine the relative successes and failure of a wide range of community initiatives in integrating terrorists back into society. These initiatives include using methods based on social psychology, religion, and entrepreneurship to develop a comprehensive approach to rehabilitating and deradicalizing terrorists in Malaysia as well as Singapore, Indonesia and the Philippines. As such it makes an important contribution to the global policy debate, coloured by the unique characteristics of the South East Asia region. A valuable resource for researchers and policymakers seeking constructive ways to counter violent extremism.

With recent changes in social and political landscapes around the world the focus of preventive counter-terrorism has shifted in many places from government to civil society. The contributors analyze the different approaches of Civil Society Organizations in preventing and countering violent extremism in various countries in South and Southeast Asia. The cases examined include, Malaysia, Indonesia, Myanmar, Sri Lanka and Bangladesh. The key emphasis is on understanding the context within which each example was initiated, and the factors that determined their relative success or failure. The evidence from these cases suggests that much can be achieved through empowering communities to engage in aiding both the indoctrinated and those who pose the greatest risk of radicalization. A valuable contribution to the literature on preventing and countering violent extremism.
