In war, defeating an enemy's force is often a necessary step on the path to victory. Defeating enemy armies is a difficult task that often comes with a high price tag in terms of blood and treasure. With its inherent speed, range, and flexibility, air and space power offers a way to lower that risk by providing commanders a synergistic tool that can provide a degree of control over the surface environment and render enemy forces ineffective before they meet friendly land forces. Modern air and space power directly affects an adversary's ability to initiate, conduct, and sustain ground combat.

In 2004, for the second time in a decade, the international community found it necessary to intervene in Haiti to enforce and keep a peace. For the first time under a United Nations mandate, several Latin American countries stepped up to lead the mission. Chile provided political leadership in the form of the special representative of the secretary general, while Brazil agreed to send the force commander as well as troops. Several other Latin American states also deployed military personnel. As a result of this historically unique circumstance, CHDS led a research project that looked at capacity building in the hemisphere for those countries that took part in the peacekeeping operation in Haiti: Argentina, Bolivia, Brazil, Canada, Chile, Guatemala, Paraguay, Peru, the United States, and Uruguay. The project identified strategic-level lessons learned in capacity building for peacekeeping and tapped experts from all ten to contribute to Capacity Building for Peacekeeping. In addition, this study identifies which lessons are applicable to the critical task of peacekeeping operations in general.

This is an investigative journalism in the mould of Carl Bernstein and Bob Woodward. This is an incredible story of shadowy CIA kidnappings followed by imprisonment and torture. The secret may be out, but the horror remains in this original expose of extraordinary rendition. This is the incredible story of how the CIA's darkest secret of the War on Terror - the 'extraordinary rendition' programme - was exposed. It's no longer a secret: since 9/11, the CIA has quietly kidnapped more than a hundred people and detained them at prisons throughout the world. Often, the detainees are tortured or disappear entirely. Now infamous, the 'extraordinary rendition' programme is a key part of the largest clandestine operation since the end of the Cold War. In this shocking book, an award-winning investigative journalist and a 'military geographer' explore the programme in journeys around the world: to suburban Massachusetts to profile a CIA front company supplying the agency with planes; to North Carolina to track down the pilots; to the San Francisco suburbs to study with a planespotter who monitors the CIA's movements; and to Afghanistan, where they visit the notorious Salt Pit prison and interview released Afghan detainees. The kidnappings have not stopped. On the contrary, the rendition programme has been formalised, colluding with the military when necessary, and constantly changing its cover to remain hidden from sight. This is a chilling looking at the logistics of torture which shows how far Bush is prepared to go in the 'war on terror'.
