Creating World Class Universities In China

This book explores how can we shape “World-class University” in China from the perspectives of ideas, policies and efforts, specifically. It examines the essence and logic of creating world-class universities and disciplines and focuses on the construction of a number of universities and disciplines across a number of historical periods. The book also investigates the improvement of China's education, and the higher education needs to “face modernization, face the world, face the future”. It offers a broader vision to connect with the Chinese higher education system and the international higher education communities contextually.

Within higher education, world-class universities are commonly regarded as elite research universities and play a critical role in developing a nation’s competitiveness in the global knowledge economy. An increasing number of countries, regions and higher education institutions in different parts of the world have joined the same battle for academic excellence. While emerging countries and their universities make every effort to enhance their capacity and boost their research performance, the academic superpowers endeavour to maintain - if not further improve- their global positions. “Building World-Class Universities: Different Approaches to a Shared Goal” intends to provide an in-depth picture of different approaches in pursuit of the shared goal of developing academic excellence, and to reflect the current trends in this field. Divided into three parts, the book covers: • building world-class universities from a national/regional perspective, • managing world-class universities from an institutional perspective, and • measuring world-class universities from a ranking/indicator perspective. This book not only represents a contribution to the ongoing discussion on the topic of building world-class universities, but can be seen as a continuation of the previous three volumes on this topic - “World-Class Universities and Ranking: Aiming beyond Status”, “The World-Class University as Part of a New Higher Education Paradigm: From Institutional Qualities to Systemic Excellence”, and “Paths to a World-Class University: Lessons from Practices and Experiences”. This book proposes the new concept of “comprehensive global competence” in order to explore how to advocate, cultivate, and implement global competence at China’s higher education institutions. The concept essentially refers to an organizational, cross-cultural capacity involving students, faculty members, administrators, and staff in a multidimensional learning domain that values, shapes, and promotes global competitiveness at higher education institutions. Unlike the other literature available, which has largely approached defining global competence it from four perspectives: an adaptation–change mode, an input–output mode, a willingness–tolerance mode, and a learning–competence mode, this book draws on the theoretical framework put forward in “Dimensions of Learning” (Marzano, 1992) in order to explain the meaning, implications, and justification of the concept of comprehensive global competence. Specifically, Marzano’s Dimensions of Learning Model offers a comprehensive research-oriented framework on learning cognition and the learning process. With the help of this resource, the book discusses in detail the conceptual, practical, and strategic aspects of creating comprehensive global competence.

Moving the academic debate on from its current focus on development to a more nuanced sociological perspective, this fresh research is a collaboration between academics in South Korea and Germany that assesses the factors shaping world-class universities as institutional social systems as well as national cultural treasures. The work explores in detail how WCUs have moved to a central position in policy circles, and how these often ambitious government policies on WCUs have been interpreted and adopted by university administrators and individual professors. The global order, based on international governance and multilateral trade mechanisms in the aftermath of the Second World War, is changing rapidly and creating waves of uncertainty. This is especially true in higher education, a field increasingly built on international cooperation and the free movement of students, academics, knowledge, and ideas. Meanwhile, China has announced its plans for a "New Silk Road" (NSR) and is developing its higher education and research systems at speed. In this book an international and interdisciplinary group of scholars from Europe, China, the USA, Russia, and Australia investigate how academic mobility and cooperation is taking shape along the New Silk Road and what difference it will make, if any, in the global higher education landscape. Opening chapters present the global context for the NSR, the development of Chinese universities along international models, and the history and outcomes of EU-China cooperation.
