This book provides a synthesis of recent research on the history of crime and criminal justice in Europe from the mid-18th to the mid-20th centuries. It tackles the subject chronologically, paying due attention to the evolving economic, social, and political aspects of the continent over the two centuries. It addresses specifically the different forms of criminal offending and the changing interpretations and understandings of that offending at both elite and popular levels. It explores how both old regimes and the new nation states, that emerged in the early 19th century, responded to criminal activity with the development of police forces and the refinement of forms of punishment.

First published in 1978, Crime and Penal Policy is primarily addressed to non-professional people interested in criminal law and the penal system, such as magistrates, prison visitors, and anyone accused or convicted of criminal offences. At the same time, many of the topics discussed will be of central interest to practising professionals and academic specialists in law, criminology and penal policy. Barbara Wootton was appointed to the Bench before she was old enough to vote, and served for forty-four years as a Justice of the Peace in London, including many years as a chairman in the Metropolitan Juvenile Courts and Deputy-Chairman of the South Westminster Bench. In this book she has brought together personal reflections on her exceptionally wide experience, and on her contacts with the development of penal policy as a member of the House of Lords, the Government Advisory Council on the Penal System and many other official Committees.

Examines the recent developments in penal policy, and asks whether they will make for more "justice". Drawing on international evidence the author asks whether making the punishment fit the crime can lessen the excessive penalization of the poor, the mentally disordered and racial minorities.

Criminal Policy in Transition comes along at a time when the literature in criminology is desperately short of “global” perspectives. It helps fill that gap while it presents important new insights into changing penal policy and practice. That it raises as many questions as it seems to answer is one of its great strengths. The authors write knowledgeably about their home societies without being prematurely bounded by comparative criteria. As a result, they develop a complex and uneven image of similarities and differences, of divergence and convergence through time. In this sense the collection offers a model of how international collaborative work should proceed. The book is the product of a workshop held at the International Institute for the Sociology of Law (IISL) in Onati, Spain. The IISL is a partnership between the Research Committee on the Sociology of Law and the Basque Government

This new textbook will provide students of criminology with a better understanding of criminal justice policy and, in doing so, offers a framework for analysing the social, economic and political processes that shape its creation. The book adopts a policy-oriented approach to criminal justice, connecting the study of criminology to the wider study of British government, public administration and politics. Throughout the book the focus is on key debates and competing perspectives on how policy decisions are made. Recognising that contemporary criminal justice policymakers operate in a highly politicised, public arena under the gaze of an ever-increasing variety of groups, organisations and individuals who have a stake in a particular policy issue, the book explores how and why these people seek to influence policymaking. It also recognises that criminal policy differs from other areas of public policy, as policy decisions affect the liberty and freedoms of citizens. Throughout, key ideas and debates are linked to wider sociology, criminology and social policy theory. Key features include: a foreword by Tim Newburn, leading criminologist and author of Criminology (2nd Edition, 2013), a critical and informed analysis of the concepts, ideas and institutional practices that shape criminal justice policy making, an exploration of the relationship between criminal justice and wider social policy, a critical analysis of the debate about how and why behaviour becomes defined as requiring a criminal justice solution, a range of case studies, tasks, seminar questions and suggested further readings to keep the student engaged. This text is perfect for students taking modules in criminology; criminal justice; and social and public policy, as well as those taking courses on criminal and administrative law.

'I dislike heaping so much praise on a book, as people often imagine another agenda, purpose or friendship is at stake. That makes writing a review of Penal Policy and Political Culture all the more difficult. This really is an excellent book and it is very difficult to put down. For those with and interest in the small 'p' politics of penal policy, it will be of immense appeal. Students enrolled on courses looking at pressure groups and their influence - or lack thereof - will not find a better text. For those at the coal axe - governors, managers, officers and prisoners - it will fascinate and enlighten. And for reformers, it is something of a manifesto. Utterly Suberb': Steve Taylor, Prison Service Journal For many years making penal policy in England and Wales was in the hands of a small, male metropolitan elite made up of Ministers, liberal lobby groups like the Howard League and the Prison Reform Trust, and senior civil servants. Even Parliament was kept at a respectful distance, and public opinion on important penal questions like capital punishment was taken to be something that had to be managed and circumvented rather than acted upon. Penal Policy and Political Culture in England and Wales looks at challenges to this cosy, elite policy making world, first from below as prisoners groups such as PROP and victims groups like Women Against Rape demanded their say in the 1970s and 1980s, and then later, as the New Right deliberately mobilised public opinion around penal questions as a mechanism to support its harsh social and economic policies in the 1980s and 1990s.
