Critical Infrastructures: State of the Art in Research and Application, comprising a selection of reviewed and edited contributions from all over the world, aims to shed light on the various aspects of critical infrastructures. The editors of this book have opted for a broad view on the various criticality aspects on infrastructures itself as well as contributions that discuss the institutional and technical environment of critical infrastructures which are crucial for their proper functioning. In the face of increasing failures, comments attributed to Albert Einstein loom large: “We cannot solve our problems with the same thinking we used when we created them.” There is a pervasive feeling that any attempt to make sense of the current terrain of complex systems must involve thinking outside the box and originating unconventional approaches that integrate organizational, managerial, social, political, cultural, and human aspects and their interactions. This textbook offers research-based models and tools for diagnosing and predicting the behavior of complex techno-socio-economic systems in the domain of critical infrastructures, key resources, key assets and the open bazaar of space, undersea, and below-ground systems. These models exemplify emblematic models in physics, within which the critical infrastructures, as well as society itself and its paraphernalia, share the profile of many-body systems featuring cooperative phenomena and phase transitions – the latter usually felt as disruptive occurrences. The book and its models focus on the analytics of real-life-business actors, including policy-makers, financiers and insurers, industry managers, and emergency responders.

Europe witnessed in the last years a number of significant power contingencies. Some of them revealed the potentiality of vast impact on the welfare of society and triggered pressing questions on the reliability of electric power systems. Society has incorporated electricity as an inherent component, indispensable for achieving the expected level of quality of life. Therefore, any impingement on the continuity of the electricity service would be able to distress society as a whole, affecting individuals, social and economic activities, other infrastructures and essential government functions. It would be possible to hypothesize that in extreme situations this could even upset national security. This book explores the potential risks and vulnerabilities of the European electricity infrastructure, other infrastructures and our society as whole increasingly depend on. The work was initiated by the need to verify the potential effects of the ongoing market and technical transformation of the infrastructure, which is fundamentally changing its operation and performance. The final aim is to set the basis for an appropriate industrial and political European-wide response to the risk challenges.

Space-critical infrastructures represent an interdependent system of systems consisting of workforce, environment, facilities, and multidirectional interactions. These are essential for the maintenance of vital societal functions such as health, safety, security, mobility, and the economic and social well-being of people, and their destruction or disruption would have a significant impact on society as a whole. In all, 79 nations and government consortia currently operate satellites, with 11 countries operating 22 launch sites. Despite creating new challenges, this multi-actor environment offers opportunities for international cooperation, but making the most of these opportunities requires a holistic approach to space-critical infrastructure, away from strictly defined space technologies and towards understanding the resilience of complex systems and how they are intertwined in reality. This book presents papers from the NATO Advanced Research Workshop (ARW), entitled Critical Space Infrastructure: From Vulnerabilities and Threats to Resilience, held in Norfolk, Virginia, USA from 21-22 May 2019. The ARW brought together representatives from academia, industry, and international organizations in an effort to deepen scientific and technological understanding of space-critical infrastructures and explore the implications for national and international space security and resilience. It examined space as a critical infrastructure from a multidisciplinary perspective in accordance with NATO’s Strategic Concept. The 29 chapters in the book are divided into six sections covering space infrastructure: governance; cybersecurity; risk, resiliency and complexity; emerging technologies such as block chain, artificial intelligence and quantum computing; application domains; and national approaches and applications.

This volume reflects the theme of the INFORMS 2004 Meeting in Denver: Back to OR Roots. Emerging as a quantitative approach to problem-solving in World War II, our founders were physicists, mathematicians, and engineers who quickly found peace-time uses. It is fair to say that Operations Research (OR) was born in the same incubator as computer science, and it has spawned many new disciplines, such as systems engineering, health care management, and transportation science. Although people from many disciplines routinely use OR methods, many scientific researchers, engineers, and others do not understand basic OR tools and how they can help them. Disciplines ranging from finance to bioengineering are the beneficiaries of what we do — we take an interdisciplinary approach to problem-solving. Our strengths are modeling, analysis, and algorithm design. We provide a quanti- tive foundation for a broad spectrum of problems, from economics to medicine, from environmental control to sports, from e-commerce to computational - ometry. We are both producers and consumers because the mainstream of OR is in the interfaces. As part of this effort to recognize and extend OR roots in future probl- solving, we organized a set of tutorials designed for people who heard of the topic and want to decide whether to learn it. The 90 minutes was spent addre- ing the questions: What is this about, in a nutshell? Why is it important? Where can I learn more? In total, we had 14 tutorials, and eight of them are published here.
