The cultural borders of Europe are today more visible than ever, and with them comes a sense of uncertainty with respect to liberal democratic traditions: whether treated as abstractions or concrete realities, cultural divisions challenge concepts of legitimacy and political representation as well as the legal bases for citizenship. Scholarly interest in the study of state borders and border regions is growing in Europe, keeping pace with the remarkable changes associated with the transformation of old borders and the creation of new ones in the European Union and beyond over the last fifteen years. Social scientists have increasingly examined cross-border co-operation as one way to understand the changes which affect European borderlands. Ironically, given the recent turn to issues of culture and identity in the social sciences, one of the most neglected aspects of the critical and comparative analysis of cross-border co-operation has been culture. Culture and Cooperation in Europe's Borderlands, the first collection of essays to provide multidisciplinary perspectives on these issues in European borderlands, presents three modes of analysis of culture and cross-border co-operation as a tentative way forward to redress this imbalance. These overlapping perspectives, on cultures of co-operation, co-operation about culture, and the impact of culture on forms of co-operation, are offered as possible strategies in the comparative social science of European borderlands. The contributions to this collection examine some or all of the following: - cross-border cooperation about culture, in such areas of culture as tradition, language use and rights, and education. - cross-border cooperation and culture, i.e., in ways in which ‘culture’ enhances or hinders economic and political co-operation across state borders, as for example, through issues of national, regional and local identity, cultural practices, and ethnic relations. - the culture of cooperation, i.e., ways in which co-operation across borders creates new cultural codes, political practices, organizational cultures and transnational social and political institutions.

A third volume of essays from various activities and events organized by the Centre for International Borders Research at Queens University of Belfast considers three modes in the analysis of culture and cross-border cooperation--cultures of co-operation, co-operation about culture, and the impact of culture on forms of co-operation--as possible strategies in the comparative social science of European borderlands. Just like national identities, European identity may be viewed as an imagined community, constituted by different levels of inclusion and exclusion along various border markers as those between included and excluded, between culturally dominating and dominated or between centre and periphery, natives and exiled. This innovative work offers the first comprehensive transcultural history of historiography. The contributors transcend a Eurocentric approach not only in terms of the individual historiographies they assess, but also in the methodologies they use for comparative analysis. Moving beyond the traditional national focus of historiography, the book offers a genuinely comparative consideration of the commonalities and differences in writing history. Distinguishing among distinct cultural identities, the contributors consider the ways and means of intellectual transfers and assess the strength of local historiographical traditions as they are challenged from outside. The essays explore the question of the utility and the limits of conceptions of modernism that apply Western theories of development to non-Western cultures. Warning against the dominant tendency in recent historiographies of non-Western societies to define these predominantly in relation to Western thought, the authors show the extent to which indigenous traditions have been overlooked. The key question is how the triad of industrialization, modernization, and the historicization process, which was decisive in the development of modern academic historiography, also is valid beyond Europe. Illustrating just how deeply suffused history writing is with European models, the book offers a broad theoretical platform for exploring the value and necessity of a world historiography beyond Eurocentrism.

Romani political mobilisation is now an established part of the civil society landscape across Europe. It has given rise to various forms of political participation, with Romani NGOs taking up consultative roles in a number of countries, as well as in inter-governmental organisations. Models of direct political representation of Roma through a kind of quota system exist at the level of local government in Hungary and in the national elections in Romania, and a number of parliamentarians of Romani background have held direct mandates in national legislatives and in the European Parliament.
