Cultural Politics And Political Culture In Postmodern Europe

The present volume assembles essays from a broad cultural and professional spectrum around the question of European cultural identity. The heterogeneity of the contributors -- their differing points of departure and methods -- attests to a tension in intellectual communities which today is more intense than ever. Europe's identity crisis is not merely an empirical matter. It reflects a far deeper, and far older, discursive crisis. The mandate of Europe's traditional intellectual institutions to preserve and police their own cultural heritage has proved incapable of evolving in a manner sufficient to account for the mutation in its object: European culture. It is not merely that Europe's identity, like any identity in the flux of history, has changed. Rather, the notion of identity, the very basis of any questions of who we are, where we are going, and the appropriate political forms and social institutions for further existence, all rely on a logic of identity which has, at best, become extremely problematic. It is this problematization which provides the common thread unifying the following essays. Each contributor, in his/her own way and with respect to his/her own research object, confronts the adequacy of the concept of cultural identity. The hidden presuppositions of this concept are indeed remarkable, and the logic of cultural identity prescribes that they remain undisclosed.

New Culture, New Right is the first English-language study of the identitarian movements presently reshaping the contours of European politics. The study's focus is Alain de Benoist's GRECE (Groupement de Recherche et d'Etude pour la Civilisation Européenne), which Paul Piccone of Telos described as the most interesting group of continental thinkers since the existentialists of the 1950s and which elsewhere is seen as the leading school of contemporary Right-wing thought. Made up of veterans from various nationalist, traditionalist, far Right, and regionalist movements, the GRECE began as an association of French intellectuals committed to restoring the crumbling cultural foundations of European life and identity. Due to the quality of its publications and its philosophically persuasive reformulation of the Right project, it attracted an immediate audience. By the late 1970s it had recruited an impressive array of Continental thinkers to its ranks. In Italy, Germany, Belgium, and a number of other European countries, there have since emerged organizations and publishing concerns either directly linked to the Paris-based GRECE or involved in analogous endeavors. As a result of these diffusions, GRECE-style identitarianism has come to form the chief ideological alternative to the regnant liberalism. The European New Right to which the GRECE gave birth is new, however, not in the modernist sense of being novel, but in the traditionalist sense of reappropriating an origin whose meaningful possibilities remain open for realization. Such a revolutionary return to Europe's roots has never seemed so urgent. After a half century under the liberal-democratic regimes imposed by the United States in 1945, Europeans now face extinction as a race and a culture. In opposition to the ethnocidal forces of the American Occupation and its European collaborators, New Rightists appeal to the primordial in their people's heritage, aiming to awake a spirit of resistance and renaissance in them. What is the relationship between democracy and political culture in countries undergoing major systemic change? Have subjective political orientations of citizens been important in shaping the development of democracy in central and eastern Europe after the fall of communism? These core questions are tackled by an impressive range of twenty political scientists, sixteen of which are based in the central and eastern European countries covered in this essential new book. Their analyses draw on a unique set of data collected and processed by the contributors to this volume within the framework of the World Values Survey project. This data enables these authors to establish similarities and differences in support of democracy between a large number of countries with different cultural and structural conditions as well as historical legacies. The macro-level findings of the book tend to support the proposition that support of democracy declines the further east one goes. In contrast, micro-level relationships have been found to be astonishingly similar. For example, support of democracy is always positively related to higher levels of education – no matter where an individual citizen happens to live. This new book builds a clear understanding of what makes democracies strong and resistant to autocratic temptation.

Aspects of political culture, i.e. concerns with the 'subjective' dimension of politics including dominant political orientations, perceptions and interpretations, always have been particularly relevant with regard to the case of Germany and its great variety of political regimes during the last century.
