Cultural Territorial Systems

This book seeks to enhance the cultural dimension of sustainable development and particularly focuses on minor historic centers and their natural and rural landscapes. In a society becoming ever more globalized, without territorial restrictions in the production of goods and able to reproduce in China the goods and product characteristic of South American crafts (to mention just two extremes), the only element that can still be contextualized is heritage identity: the result of close integration between cultural assets, intangible assets and settled communities. Thus, heritage identity is one of the few elements, together with natural resources, which has the potential for economic development that is still firmly rooted in places and local populations. These towns are often the centerpiece of urban landscapes and geographical areas with original features, not always but often as individual places within networks of minor historical centers linked by shared history, traditions and/or natural elements (rivers, forests, river systems or other natural elements). They are outside the major tourist networks, even if now there is a budding interest in the touristic exploitation of these environments. So, they are the right places to pursue a sustainable and local development with a cultural perspective. This book is a product of the VIVA_EASTPART project (Valorisation and Improving of management of Small Historic Centres in the eastern PARTnership region), under the EU-funded “ENPI Eastern Partnership” program. It complements the more practically-focused work that is in production from this group, more focused on empirical approaches to the development of minor historic centers of the nations involved. Though the book has been influenced by this research and working experience, the authors are solely responsible for the content and opinions presented.

This book provides a wealth of information for all those involved in using ecological networks for biodiversity protection and environmental management, as well as their significance for planning. It describes the concept of ecological networks, and presents methods and real-world examples of the use of a territorial system of ecological stability (TSES) in Slovakia at national, regional and local levels, including the assessment of the significance of biocentres, biocorridors and interactive elements. Using both a functional model for preserving the living conditions of habitats or preventing their collapse, and the connectivity of biotopes in a landscape as an original type of ecological network based on landscape-ecological principles, TSES represents a modern concept of nature and biodiversity protection based on the principles of protection of the conditions and forms of biota.

Cultural heritage is perceived as the glue that keeps individuals together and makes them feel a part of something larger. It is the past that allows individuals to understand their present and move towards the future. In networked society, it is impossible to think about cultural heritage and its preservation and maintenance without including the digital processes and ICT systems, as well as its impact on territorial innovation. The Handbook of Research on Cultural Heritage and Its Impact on Territory Innovation and Development is a critical and comprehensive reference book that analyzes how preservation and sustainability of cultural heritage occurs in countries, as well as how it contributes to territorial innovation. Moreover, the book examines how technological tools contribute to its preservation and sustainability, as well as its dissemination. Highlighting topics that include public policies, spatial development, and architectural heritage, this book is ideal for cultural heritage professionals, government officials, policymakers, academicians, researchers, and students.

The issue, edited by Marina Parente and Carla Sedini, founder of D4T - Design for Territories Research Network of Politecnico di Milano, aims to contribute to this new field of study helping readers understand the design-led phenomenon, which involves the tangible resources of a territory (like monumental and landscape heritage) as well as the intangible ones (like cultural identity and people values). The main topic of this issue is: How could the design develop the local dimension enhancing and revitalizing the territory at the same time? Furthermore, with issue #13 we are opening a series with artists’ images that will match the articles with a visual research connected to the proposed subject. Photographer Carla Sedini, co-editor with Marina Parente of this issue, gave us permission to publish a selection of images about “design that is not there”, “design that may be” and “tacit design” within urban territories around the world. We hope that many creatives will interpret the “Suggestions for Design” launched here. Regional Autonomy, Cultural Diversity and Differentiated Territorial Government assesses the current state of the international theory and practice of autonomy in order to pursue the possibility of regional self-government in Tibet. Initiated by a workshop and roundtable with political representatives from different autonomous regions, including His Holiness the 14th Dalai Lama, this book brings together a group of distinguished international scholars to offer a much-needed enquiry into solutions to the Tibetan quest for ‘genuine’ autonomy. Examining the Chinese framework of regional self-government, along with key international cases of autonomy in Europe, North America and Asia, the contributors to this volume offer a comprehensive context for the consideration of both Tibetan demands and Chinese worries. This volume describes and analyzes alternative and emerging models of non-territorial autonomy (NTA), particularly in relation to decentralization. The authors push the NTA debate in new directions by offering a re-conceptualization based on ethno-cultural bottom-up decentralized action that redefines autonomy into its true sense of autonomous action. Through description, critical analysis, and evaluation of several case studies, this book assesses the potential for new paradigms within decentralized systems. The authors explore two approaches to political decentralization which add to the theoretical debate on NTA – network governance, which focuses on new dynamics in policy processes, and normative pluralism, which focuses on accommodating the distinctness of the groups through the subsidiarity principle with regard to their own affairs. The book explores the potential ramifications of ethno-cultural NTA institutions acting within the wider framework of state institutions and assesses the functions of these institutions as another dimension of decentralization and thus another ‘layer’ of democracy. With contemporary examples from Europe, the Middle East, Asia and South Africa, as well as theoretical aspects of the conceptualization of autonomy, this book offers a truly global perspective. It will be of great interest to policy-makers in countries experiencing adverse developments due to the pressure on public management, as well as advanced students and scholars questioning the ability of the Westphalian system to address cultural diversity.
