L'intégration, quoi qu'on dise, est pensée en termes d'avancée, voire de progrès. Dans le cas de l'Afrique centrale, elle est, dans un premier temps, extérieurement déterminée puisqu'elle se fait sous la houlette des colonisateurs, de la mère patrie (la France). Il devient alors difficile de la saisir dans ces termes, puisque l'un des principes cardinaux de la colonisation est de diviser pour mieux régner. Chaque colonie de l'Afrique équatoriale, y compris le Cameroun, en dépit de son statut juridique au plan international, est, à l'instar des fils électriques, connectée aux autres. Elle ne semble plus circonscrite à elle-même : il y a là une espèce de soudure qui agrège le Cameroun, la Centrafrique, le Congo, le Gabon, et le Tchad dans une totalité : l'Afrique équatoriale française. Il est donc question de fonder historiquement, économiquement et politiquement une telle agrégation. C'est pourquoi la période postcoloniale qui remonte aux années 1960 augure d'une politique des Etats qui "intuitionne" la dissolution de certaines démarcations héritées de la colonisation. Question de solidarité un tant soit peu agissante. Est-ce parce que chaque Etat demeure entiché de protectionnisme ? Au bout du compte, l'intégration en Afrique centrale laisse à penser que, pour les dirigeants qui ont mis leurs peuples entre parenthèses, le mouvement est tout et la fin n'est rien. La question demeure alors : quel devenir pour l'intégration régionale en Afrique centrale, c'est-à-dire comment repenser celle-ci économiquement, politiquement et culturellement ?

Afin de faire face aux risques et aux nouveaux défis de la globalisation, les économies ont essayé de renforcer leur intégration régionale en construisant de nouveaux regroupements régionaux ou en impulsant une nouvelle dynamique aux regroupements existants. Un large mouvement d'intégration régionale a pris corps dans les différentes régions de la planète avec la consolidation de l'Union Européenne, le lancement du MERCOSUR, la mise en place de l'ALENA en Amérique du Nord ou le renforcement de l'ASEAN pour les pays asiatiques. L'Afrique n'est pas restée en dehors de ce mouvement. Le parcours de l'intégration régionale en Afrique centrale a été à l'image de celui du continent, même si le processus n'a pas été aussi loin que dans d'autres régions. L'Afrique centrale s'est dotée, dès les indépendances, d'institutions qui ont fonctionné jusqu'au début des années 1980. Ce processus connaîtra un ralentissement marqué durant cette période. Un arrêt d'autant plus important que l'Afrique centrale a été la région la plus touchée par les conflits. Cependant, cette traversée de désert ne durera pas longtemps et dès le début des années 1990, le processus d'intégration régionale en Afrique centrale sera relancé. Ainsi, la CEMAC a été créée en mars 1994 pour approfondir et renforcer l'effort d'intégration déjà entamé par l'UDEAC. Par ailleurs, en 1998 les Chefs d'États de l'Afrique centrale ont décidé de relancer la CEEAC. Cet ouvrage constitue une contribution à la réflexion sur les questions d'intégration régionale en Afrique centrale. Il reprend les travaux du Bureau de l'Afrique Centrale de la Commission Économique des Nations Unies pour l'Afrique dont le siège est à Yaoundé au Cameroun et qui a appuyé le processus d'intégration dans la sous-région. Il reprend également les contributions présentées par des experts de la sous-région lors d'un séminaire organisé par la CEA-AC en préparation au Forum Africain sur le Développement organisé en mars 2002 par la Commission Économique des Nations Unies pour l'Afrique, à Addis-Abeba, autour du thème de l'intégration régionale en Afrique.

En analysant la politique de la France, qui consistait à créer une zone intégrée en Afrique centrale, l'auteur nous ramène aux sources du processus d'intégration en Afrique centrale, et se demande si cette politique peut être considérée comme une véritable politique d'intégration.

Gathering researchers from or towards Global South epistemologies, this book enriches the debate on crucial questions for liberation in the South and the improvement of South relations. It argues that coloniality and colonialism are not outdated phenomena of the historical past, but contemporary marks that remain repressed. The dominance of Eurocentric paradigm in the social sciences explains the long-lasting detachment between thinkers and politicians from the Global South, which have been historically presented according to their respective relations with the West (Europe and North America). The dialogue on common problems and challenges to people and societies in the South, largely derived from their colonial past and condition, is still sparing. Could regional integration be a first step toward joining the global market? In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. The development of an effective state, a reliable infrastructure, and a dynamic private sector has long been hampered by political economy obstacles in the Democratic Republic of Congo.
