Decent Work And Unemployment

This volume of 23 essays on diverse aspects of the complex and challenging concept of "decent work" has its inception in the "Impulses of Salzburg 2009". Questions of decent work and decent unemployment have become especially salient in times of an economic and financial crisis. The establishment of decent working conditions and decent unemployment provisions - a complex matter of securing the right ethical mix of security and incentives - are perceived as major challenges not only for developing and undeveloped countries, which still don't have stable economies and where the rate of poverty and corruption is still high, but also for "developed" societies themselves.

In this repport the Director-General's discusses his main concerns about the current global crisis and what should be done about it. Millions of men & women have lost their jobs; business bankruptcies continue to grow exponentially; unemployment is expected to continue to rise probably until 2011; meanwhile 45 million people will enter the labour market in 2009 and following years looking for their first job. The IMF forecasts some recovery in global growth but this is conditional on the success of stimulus packages. Evidence of past crises indicates that, even after economic growth returns, employment only recovers to pre-crisis level with a lag of four to five years. And there was already a significant work deficit before the crisis. Knock on effects such as the increase in demand for social protection when jobs are not available can also be seen. Ultimately, on a broader level, prolonged crises carry major risks for social and political stability

Examines to what extent and by what means and mechanisms labour standards and relatively equal income distribution, facilitated by high employment rates and social protection, have contributed to sustaining a high rate of economic growth.

Including international comparative analysis alongside national case studies, this volume offers a wealth of information on the new trends which have emerged over the past decades - all of which were discussed at the recent 9th International Symposium on Working Time, Paris (2004). It looks at the increasing use of results-based employment relationships for managers and professionals, and the increasing fragmentation of time to more closely tailor staffing needs to customer requirements (e.g., short-hours, part-time work). Moreover, as operating/opening hours rapidly expand toward a 24-hour and 7-day economy, the book considers how this has resulted in a growing diversification, decentralization, and individualization of working hours, as well as an increasing tension between enterprises' business requirements and workers' needs and preferences regarding their hours. This new reality has raised some other challenging issues as well and the volume addresses those such as increasing employment insecurity and instability, time-related social inequalities, particularly in relation to gender, workers' ability to balance their paid work with their personal lives, and even the synchronization of working hours with social times, such as community activities.

This book introduces readers to the concept and theories of decent work and provides a framework for measuring it at the micro, meso and macro level in a given country. Further, it addresses the importance of measuring decent work in today’s world and in connection with the different challenges countries face depending on their respective stage of development. The essence of the book lies in highlighting the practical applications of decent work in terms of its ability to deliver empirical measurements of qualitative and subjective phenomena with a mixed-methods approach combining tools and techniques from economics and statistics. Moreover, as the applicability of decent work is not confined to the IT industry and formal sectors of the economy, the book also provides useful guidelines on how further empirical studies can be undertaken to measure decent work in non-IT industries. As such, the book offers a rich compilation of empirical and theoretical contributions on decent work designed to not only enrich readers’ understanding, but also promote awareness of the practical relevance and technical aspects of the subject matter.

It also explores different approaches to social security, the informal economy, the welfare state and rural employment in Africa.

The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. The Encyclopedia encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume addresses SDG 8, namely "Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all" and contains the description of a range of terms, to allow a better understanding and foster knowledge. The predominant economic model is promoting a lopsided economic growth that is further increasing the gap between the have and the have-nots. This SDG is not just proposing the attainment of more just and empowering economic models, but it also puts at the forefront the well-being of workers by striving to provide employment and better working conditions that respect the dignity of workers.
