Decentralizing Education In Transition Societies

This book is about education system reform in Central and Eastern Europe, with emphasis on decentralization and management. In the past, local authorities served as implementation arms of the central ministry, while finance and decision-making were controlled by the central government, leaving local communities with little influence. New education laws in most countries of the region have altered this balance. A moderate approach may be the least disruptive short-term solution for societies undergoing socioeconomic transition. In 1997 the World Bank Institute participated in a research project to study intergovernmental roles in the delivery of education services in the Czech Republic, Hungary, Poland, Albania, Bulgaria, and Romania. Each country assembled a research team of academics, educators, and policy advisors led by an education specialist. Each team produced a report, which was discussed and revised during four information-sharing seminars, and they are presented here. The challenge these countries face is how to develop new institutions that can effectively enlist state, civil-society, and private-sector resources to achieve educational goals. This book should be of interest to educators and other readers interested in Central and Eastern European area studies. Its multidisciplinary methodology will also provide useful insights to development policymakers in other sectors. (RT)

Globalization has brought dramatic changes to the character and functions of education in most countries around the world. However, the impact of globalization on schools and universities is not uniform. One public-policy strategy that has been widely adopted is decentralization; but there is no consensus on whether centralization or decentralization is more effective to improve organization and management in education. This book is contextualized in the literature on globalization, and examines how policies of decentralization have affected the running of education in Hong Kong, Taiwan, Shanghai, Singapore, Macau and Mainland China. It analyzes the strategies that the governments of the selected societies have adopted in reforming the structure of education systems, mobilizing different forces to create more educational opportunities, and devising new measures to assure quality in the education sector.

Framed against the background of educational change, this book proposes to examine the relationship between curriculum change, teacher professional development, policy reform and the processes of educational change. The main aims of the book are to: (1) focus on educational changes and reconstruction in transitional societies that have undergone political, economic and social change in the past two decades, (2) provide a forum for the dissemination of research on education reconstruction and reform in transitional societies, (3) disseminate ideas that enhance both the practical and theoretical aspects of educational changes in these societies, (4) further knowledge and understanding of emerging trends and issues in education in these societies, (5) reflect the realities of educational scenarios in each transitional society. The book presents an in-depth exploration of educational reconstruction in 15 transitional societies. In each chapter, the authors have provided an overview of educational processes in the country, a distillation of education change or reform, and/or reconstruction in each transitional society. Collectively, the chapters in the book have attempted to contribute to a better understanding of the educational system in respective countries by identifying the challenges and obstacles, the policy implications, the teacher professional development needs and curriculum reform efforts.

Decentralisation and Privatisation in Education explores the ambivalent and problematic relationship between the State, privatisation, and decentralisation in education globally. Using a number of diverse paradigms, ranging from critical theory to globalisation, the authors, by focusing on privatisation, marketisation and decentralisation, will attempt to examine critically both the reasons and outcomes of education reforms, policy change and transformation and provide a more informed critique on the Western-driven models of accountability, quality and school effectiveness. We want to demonstrate that claims of advantages in ‘efficiency’ brought about by privatisation in education are not always supported empirically as proposed by proponents. The book examines the overall interplay between privatisation, decentralisation and the role of the state. The authors draw upon recent studies in the areas of decentralisation, privatisation and the role of the state in education. By referring to Bourdieu’s call for critical policy analysts to engage in a ‘critical sociology’ of their own contexts of practice, and poststructuralist and postmodernist pedagogy, this collection of book chapters demonstrate how central discourses surrounding the debate of privatisation, decentralisation and the role of the state are formed in the contexts of dominant ideology, power, and culturally and historically derived perceptions and practices. The authors discuss the newly constructed and re-invented imperatives of privatisation, decentralisation and marketisation and show how they may well be operating as an educational model of a new global ‘master narrative’— playing a hegemonic role within the framework of economic, political and cultural hybrids of globalization.

The case studies compiled in Another Way: Decentralization, Democratization and the Global Politics of Community-Based Schooling offer a comparative look at how the global politics of educational decentralization have influenced the democratic aspirations of diverse community-based schooling initiatives in Europe, Africa, Asia and the Americas.

This book identifies and examines the political dimensions of decentralization. Decentralization programs vary from country to country, but there are common threads and fundamental questions in all situations. This publication is a compilation of reports on research projects initiated, under way, or completed in fiscal year 2001 (July 1, 2000 through June 30, 2001). The abstracts cover 150 research projects from the World Bank and grouped under 11 major headings including poverty and social development, health and population, education, labor and employment, environment, infrastructure and urban development, and agriculture and rural development. The abstracts detail the questions addressed, the analytical methods used, the findings to date and their policy implications. Each abstract identifies the expected completion date of each project, the research team, and reports or publications produced.
