Annotation This report examines the impact of decentralization and its effect on the efficiency of public services, on equity, and on macroeconomic stability.

First published in 1985, Decentralization provides an analytical framework for the comparative study of decentralization in contemporary systems of government. It discusses the structures and processes of all forms of decentralized government and administration, drawing on a wide range of states, developed and developing, capitalist and socialist. The book provides a comparative and theoretical treatment of a subject that for too long has been dealt with in a fragmented and ethnocentric fashion. Decentralization is examined from a theoretical perspective and the political demand for it is analysed. Four key universal themes are then explored: areas, intergovernmental relations, finance and institutions. Decentralization to small-scale communities is discussed and the special claims made for decentralization in developing countries are assessed. Examples are drawn from a wide range of countries throughout the world. The book is intended for courses in public administration, comparative government, urban studies and public policy. It will help both the student and the non-specialist understand an important and topical aspect of government everywhere.

The trend toward greater decentralization of governance activities, now accepted as commonplace in the West, has become a worldwide movement. This international development—largely a product of globalization and democratization—is clearly one of the key factors reshaping economic, political, and social conditions throughout the world. Rather than the top-down, centralized decisionmaking that characterized communist economies and Third World dictatorships in the twentieth century, today's world demands flexibility, adaptability, and the autonomy to bring those qualities to bear. In this thought-provoking book, the first in a new series on Innovations in Governance, experts in government and public management trace the evolution and performance of decentralization concepts, from the transfer of authority within government to the sharing of power, authority, and responsibilities among broader governance institutions. This movement is not limited to national government—it also affects subnational governments, NGOs, private corporations, and even civil associations. The contributors assess the emerging concepts of decentralization (e.g., devolution, empowerment, capacity building, and democratic governance). This book, first published in 2005, explores the location and dynamics of power within the state, focusing on a recent wave of decentralizing reforms that have swept across both developed and developing countries in recent years. Variation in the timing of reform across countries only vaguely relates to the genesis of an international consensus pushed by big lenders and development banks or the reemergence of democracy in decentralizing countries. The book develops a theory linking decentralization's adoption to the electoral concerns of political parties: decentralization represents a desirable strategy for parties whose support at subnational levels appears more secure than their prospects in national elections. It examines this argument against experiences in Bolivia, Colombia, Ecuador, Peru and Venezuela and speculates on how recent political changes may affect decentralization's shape and extent in coming years.

How is it possible to belong to a territory when its boundaries are no longer exclusively physical?
