The second part presents a special section on the political implications of China’s Belt and Road Initiative (BRI), assessing the impact of this infrastructural program on the levels of democracy and/or autocracy in Eurasia. The third part consists of short chapters outlining future research and debates. The book will appeal to students and scholars of international relations, security studies, and the human rights-politics nexus. This is the 2022 instalment in a series of books released by the OSCE Academy in Bishkek. The OSCE works to promote Minority Protection, Security, Democratic Development and Human Rights, guided by the Office for Democratic Institutions and Human Rights (ODIHR), and to enhance securitization and development policies in Eurasia, Europe, Central Asia and North America. Since being founded in 1993, the OSCE and its agencies and departments have attracted a wealth of academic research in various fields and disciplines, ranging from economic development and election monitoring to enhancing global principles of human rights and securitization.

Political legitimacy has become a scarce resource in Russia and other post-Soviet states in Eurasia. Their capacity to deliver prosperity has suffered from economic crisis, the conflict in Ukraine and the ensuing confrontation with the West. Will nationalism and repression enable political regimes to survive? This book investigates the politics of legitimation in post-Soviet countries, focusing on how political and intellectual elites exploit different modes of legitimation. Combining cross-national comparisons and country case studies, it addresses state-economy relations, pro-presidential parties, courts, ideas of nationhood, historical and literary narratives. Weak economic performance, evidence of electoral fraud, unresponsive governments and the waning authority of presidents continue to jeopardize institutional legitimacy. Whilst incumbent elites have been able to shift between legitimation modes, this collection argues that shifts towards nationalism, artificial charisma and traditionalism will not be sufficient in the long term to keep elites in power.

Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

This book proposes a new way of understanding events throughout the world that are usually interpreted as democratization, rising authoritarianism, or revolution. Where the rule of law is weak and corruption pervasive, what may appear to be democratic or authoritarian breakthroughs are often just regular, predictable phases in longer-term cyclic dynamics - patronal politics. This is shown through in-depth narratives of the post-1991 political history of all post-Soviet polities that are not in the European Union. This book also includes chapters on czarist and Soviet history and on global patterns.
