Democracy And The Nation State

First Published in 2016. In this book starts with the discussion located at the crossroads between two basic political principles. The first one is the democratic idea of representative government, based on elections by general suffrage. The second is the nation-state principle which says that the world is divided into sovereign states and that only those who are citizens can claim a right to take part in political life, in other words that foreign citizens are not allowed to participate in political elections. Democracy is honoured almost everywhere, at least as a principle, but the modern system of states presupposes that as a general rule only those who are citizens are entitled to vote, to stand for election, to join parties, and to participate in political debate and give voice to their political demands and interests. Both these basic political principles are young, and their pre sent confrontation is therefore also new to us.

Does the democratic nation state remain a legitimate regime form in the current age of globalization? This book uses a novel, analytical approach to probe this topical question, drawing on a comparative study of legitimation discourses in the media of four Western democracies (Switzerland, Germany, Britain, and the United States.)

This four-part work describes and analyses democracy and despotism in tribes, city-states, and nation states. The theoretical framework used in this work combines Weberian, Aristotelian, evolutionary anthropological, and feminist theories in a comparative-historical context. The dual nature of humans, as both an animal and a consciously aware being, underpins the analysis presented. Part One covers tribes. It uses anthropological literature to describe the “campfire democracy” of the African Bushmen, the Pygmies, and other band societies. Its main focus is on the tribal democracy of the Cheyenne, Iroquois, Huron, and other tribes, and it pays special attention to the role of women in tribal democracies. Part Two describes the city-states of Mesopotamia, Syria, and Canaan-Phoenicia, and includes a section on the theocracy of the Jews. This part focuses on the transition from tribal democracy to city-state democracy in the ancient Middle East – from the Sumerian city-states to the Phoenician. Part Three focuses on the origins of democracy and covers Greece—Mycenaean, Dorian, and the Golden Age. It presents a detailed description of the tribal democracy of Archaic Greece – emphasizing the causal effect of the hoplite-phalanx military formation in egalitarianizing Greek tribal society. Next, it analyses the transition from tribal to city-state democracy—with the new commercial classes engendering the oligarchic and democratic conflicts described by Plato and Aristotle. Part Four describes the Norse tribes as they contacted Rome, the rise of kingships, the renaissance of the city-states, and the parliamentary monarchies of the emerging nation-states. It provides details of the rise of commercial city states in Renaissance Italy, Hanseatic Germany and the Netherlands.

Transnational integration and other challenges to the nation-state have deprived it of its mystique and broken the automatic link between state and nation. This has encouraged the revival of stateless nationalisms, but also provided new means for their accommodation. The author argues that these changes call for a radical rethinking of the nature of sovereignty and of the state itself to meet the twin challenges of recognition of nationality and of democracy. Drawing on the experience of four plurinational states - United Kingdom, Spain, Belgium, and Canada - and of the European Union, he analyses the challenges of plurinationalism and its recognition. Keating argues that we are not moving to a world without states, but to a complex political order with multiple sites of sovereign authority, and asymmetrical constitutional r s6ngements. This political order is new but at the same time old, as traditions of diffused authority and shared sovereignty, from before the rise of the nation-state, are rediscovered and rehabilitated. Democracy can no longer be confined to the framework of the nation-state but must extend to the new political spaces which are emerging above and below the state. Political movements and public opinion in the stateless nations are increasingly embracing these ideas and are the harbingers of a post-sovereign political order.

Are Nation-states obsolete? Are multination states viable? Can we really create powerful supranational institutions? These are the questions that celebrated authors and specialists attempt to answer in this important collection of articles. The work contains theoretical essays and case studies by philosophers, sociologists, political scientists and governmental analysts that provide state of the art analyses of the situation of the nation-state as it is developing all over the world in the new millennium. There are different concepts of nationhood and different forms of national consciousness: ethnic, civic, cultural, socio-political and diasporic. There are also different ways for nations to be present on any given territory; as immigrant groups, as extensions of neighbouring national majorities, as minority nations or as majority nations. There are also different policies adopted toward different groups: bilingualism, multiculturalism, interculturalism, collective rights, etc. Finally, there are different sorts of political arrangements: nation-state, multination state, confederation of sovereign states, multinational federation, federation of nation-states, supranational institutions, etc. The enormous complexity of these issues explain why nations, nationalism and nation-states have been so difficult to understand. The theoretical essays contained in this volume are sensitive to all those issues. The authors examine the foundations of nationalist thinking and the justifications behind the nation-state model. They also reflect upon the nation building policies, politics of recognition and issues related to globalization. The case studies investigate countries or regions such as Ireland, Scotland, Catalonia, the Balkans, Russia, USA, Finland, India, Indonesia, the European Union and Canada.
