Democracy As Problem Solving

And the keys to progress include the ability to combine learning and bargaining continuously, forge multiple forms of accountability, and find ways to leverage the capacity of the grassroots and what Briggs terms the “grasstops,” regardless of who initiates change or who participates over time. Civic capacity, Briggs shows, can—and must—be developed even in places that lack traditions of cooperative civic action.

This non-fiction book is divided into five distinct parts. Part I, The Process, describes The Process and the various forces, uniquely human attributes and democratic philosophical principles that are most favorable for the implementation of The Process. Conversely, those philosophical, political, institutional and psychological factors that inhibit or prevent the application of The Process are examined contemporaneously with their counterparts in the context of each chapter. The Process delivers a powerful, yet very optimistic message. It does not promote despair or discontent. Nor does the book in any way advocate fundamental change in our system of government or law. This book does describe, in great detail, an apolitical method of problem solving that is best suited for our constitutionally based representative democracy.
