How should liberal democratic governments respond to citizens as religious believers whose values, norms and practices might lie outside the cultural mainstream? Some of the most challenging political questions arising today focus on the adequacy of a policy of ‘live and let live’ liberal toleration in contexts where disputes about the metaphysical truth of conflicting world-views abound. Does liberal toleration fail to give all citizens their due? Do citizens of faith deserve a more robust form of accommodation from the state in the form of ‘recognition’. This issue is far from settled. Controversies over the terms of religious accommodation continue to dominate political agendas around the world. This is the first edited collection to provide a sustained examination of the politics of toleration and recognition in an age of religious pluralism. Of the many challenges facing liberal democracy, none is as powerful and pervasive today as those posed by religion. These are the challenges taken up in Obligations of Citizenship and Demands of Faith, an exploration of the place of religion in contemporary public life. The essays in this volume suggest that two important shifts have altered the balance between the competing obligations of citizenship and faith: the growth of religious pluralism and the escalating calls of religious groups for some measure of autonomy or recognition from democratic majorities. The authors--political theorists, philosophers, legal scholars, and social scientists--collectively argue that more room should be made for religion in today's democratic societies. To many it is a dispute that can only end in a confrontation of competing values and worldviews. In this bold new work, Lucas Swaine combines discussions of political philosophy and real-world events to provide solutions to this seemingly intractable conflict. By opening a dialogue between theocracy and liberalism and offering strategies for interacting with politically ambitious theocrats, Swaine offers new and vital perspectives on the role of religion in liberal, multicultural societies. Swaine begins by exploring the nature and development of theocratic communities and the moral and political challenges they pose to liberal societies. He argues that in their treatment of theocratic communities, liberal societies have failed to uphold their own stated principles of religious toleration. They have also neglected to formulate a suitable schema for treating theocratic communities ensconced in liberal democracies and to provide reasons for theocrats to affirm liberal institutions. Swaine calls upon liberals to redefine and reassert the fundamental importance of liberty of conscience. Swaine argues that liberalism can be made more appealing to the values and concerns of theocrats if the liberal commitment to freedom of conscience is clarified and modified and if liberals take a fresh approach to conceptualizing and promulgating liberal principles, institutions, and laws.

Polarization between political religionists and militant secularists on both sides of the Atlantic is on the rise. Critically engaging with traditional secularism and religious accommodationism, this collection introduces a constitutional secularism that robustly meets contemporary challenges. It identifies which connections between religion and the state are compatible with the liberal, republican, and democratic principles of constitutional democracy and assesses the success of their implementation in the birthplace of political secularism: the United States and Western Europe. Approaching this issue from philosophical, legal, historical, political, and sociological perspectives, the contributors wage a thorough defense of their project's theoretical and institutional legitimacy.
