Most discussions about approaches to regulating prostitution occur at the national level--battles, for example, between prohibition and legalization. In reality, however, the impact of prostitution is felt most keenly at the local level, and it is local measures that can have the greatest effect. This book explores various approaches to regulating prostitution and other sex work at the local level, analyzing their aims and outcomes and offering guidance on designing effective regulations through available policy instruments.

Japan’s lightning march across Asia during World War II was swift and brutal. Nation after nation fell to Japanese soldiers. How were the Japanese able to justify their occupation of so many Asian nations? And how did they find supporters in countries they subdued and exploited? Race War! delves into submerged and forgotten history to reveal how European racism and colonialism were deftly exploited by the Japanese to create allies among formerly colonized people of color. Through interviews and original archival research on five continents, Gerald Horne shows how race played a key—and hitherto ignored—;role in each phase of the war. During the conflict, the Japanese turned white racism on its head portraying the war as a defense against white domination in the Pacific. We learn about the reverse racial hierarchy practiced by the Japanese internment camps, in which whites were placed at the bottom of the totem pole, under the supervision of Chinese, Korean, and Indian guards—an embarrassing example of racial payback that was downplayed by the defeated Japanese and the humiliated Europeans and Euro-Americans. Focusing on the microcosmic example of Hong Kong but ranging from colonial India to New Zealand and the shores of the U.S., Gerald Horne radically retells the story of the war. From racist U.S. propaganda to Black Nationalist open support of Imperial Japan, information about the effect of race on U.S. and British policy is revealed for the first time. This revisionist account of the war draws connections between General Tojo, Malaysian freedom fighters, and Elijah Muhammed of the Nation of Islam and shows how white racism encouraged and enabled Japanese imperialism. In sum, Horne demonstrates that the retreat of white supremacy was not only driven by the impact of the Cold War and the energized militancy of Africans and African-Americans but by the impact of the Pacific War as well, as a chastened U.S. and U.K. moved vigorously after this conflict to remove the conditions that made Japan's success possible.

'Regulating sex for sale' provides a detailed analysis and critical reflection on the processes, assumptions and contradictions shaping the UK's emerging prostitution policy. It examines the total package of reforms and proposals that have been introduced in this area since May 2000.

Once again, prostitution occupies a prominent position on public and political agendas, both nationally and internationally. A topic of concern and interest within social and academic realms, it is a highly moralised, contested issue that is at the centre of heated and drawn-out debates. With each chapter dedicated to a separate country and written by a national authority on the subject, Assessing European Prostitution Policies seeks to explore how prostitution is regulated in 21 European countries, thus drawing out important implications for an effective and humane prostitution policy. Indeed, this innovative volume brings together systematic accounts of how national and local forms of governance influence the commercial market for sex as well as the lives of sex workers and third parties. All chapters cover the history of prostitution policy, national laws regulating prostitution, policy formulation and implementation, the national discourse on prostitution, the gap between national and local regulation, the impact of policy on the lives and rights of sex workers, and sex worker advocacy organizations. In addition to this, the authors examine and highlight how immigration, labour, fiscal and welfare law have as much impact on the sex trade as designated prostitution law. There is great interest internationally in the development of prostitution policies in the Nordic countries after Sweden, Norway and Iceland have introduced general bans against buying sex whilst selling sex remains legal. In addition, there is a partial ban against buying sex in Finland. This is a different approach from that of several other European countries, where we have seen a decriminalisation of third-party involvement in prostitution as well as to that of the USA which criminalises both the buying and selling of sexual services. Thus the Nordic countries are often treated as representatives of a 'Nordic model' of prostitution policies. In this book - the first on the subject - Skilbrei and Holmström argue that these models of policies or policy regimes tend to ignore the trajectories, contexts and consequences of the full range of approaches to prostitution, thus they are too simplistic and static. Prostitution policies in the Nordic countries are multifaceted and dynamic, and cannot be represented as following a straight path and detached from empirical contexts. Their analysis treats Nordic prostitution policies both as a product of history, of current national and Nordic debates, and of international obligations and changes in the international and national prostitution markets. Furthermore they argue that a broad understanding of the relevant context is necessary so as to place Nordic prostitution policies within broader policy concerns related to gender, class, ethnicity, sexuality, social welfare, immigration and organised crime, as well as to neoliberal forms of governance.
