Defence reform has been a major component of Bosnia’s stabilisation and nation-building. Though true for many cases of post-conflict transition, it is especially so for Bosnia, which arguably has the most complex state structure in Europe. Ten years on from the start of Bosnia’s defence-reform process, Destination NATO records and reviews the Bosnian experience of defence reform. The monograph offers policy-makers, practitioners and academics knowledge of the specific case of Bosnia and Herzegovina, and makes these insights relevant to defence-reform efforts in other contexts. The research is based on original sources and an extensive set of interviews and talks with key individuals including ambassadors, ministers and civil servants, and other senior national and international actors, in addition to discussions with several hundred politicians at local levels, students and NGO representatives. The authors also use their first-hand knowledge and insights to complement the documentation, interviews and discussions.

The effort to improve state institutions in post-conflict societies is a complicated business. Even when foreign intervention is carried out with the best of intentions and the greatest resources, it often fails. What can account for this failure? In Institution Building in Weak States, Andrew Radin argues that the international community’s approach to building state institutions needs its own reform. This innovative book proposes a new strategy, rooted in a rigorous analysis of recent missions. In contrast to the common strategy of foreign interveners—imposing models drawn from Western countries—Radin shows how pursuing incremental change that accommodates local political interests is more likely to produce effective, accountable, and law-abiding institutions. Drawing on extensive field research and original interviews, Radin examines efforts to reform the central government, military, and police in post-conflict Bosnia and Herzegovina, Kosovo, Iraq, and Timor-Leste. Based on his own experience in defense reform in Ukraine after 2014, Radin also draws parallels with efforts to improve state institutions outside of post-conflict societies. Institution Building in Weak States introduces a domestic opposition theory that better explains why institution building fails and what is required to make it work. With actionable recommendations for smarter policy, the book offers an important corrective for scholars and practitioners of post-conflict missions, international development, peacebuilding, and security cooperation.

The purpose of NATO: From Regional to Global Security Provider is to provide a comprehensive analysis of the Alliance’s new vision (the new Strategic Concept) and common security impact – associated tasks to be undertaken within a short and longer term time horizon. The book serves as a relevant and timely study of the most pressing issues facing NATO today – including recent lessons gained. It provides recommendations for consideration and further discussion (i.e., the “what” and the “how” regarding future policy options for the North Atlantic Alliance). The intended audience includes international security policy-makers, government officials, elected leaders, academics, interested professionals, civil society and members of the public. Specifically, the book focuses on six topic areas. Part I, the Introduction, relates to conceptual and organizational changes, membership expansion and enlargement. Part II consists of emerging security challenges, including terrorism, piracy, homeland threats, cyber defense and information warfare, energy security, non-proliferation and countering WMD. Part III incorporates national and regional challenges such as the Balkans, Iraq, Afghanistan/Pakistan, the Horn of Africa, North Africa and the Middle East. Part IV deals with military and non-military assets. It integrates capability development, burden sharing, common funding, ballistic missile defenses and the phased adaptive approach, non-strategic nuclear weapons, and a broad-based comprehensive approach to security. Part V covers multifaceted collaborative relationships between NATO and various governmental, inter-governmental, and non-governmental bodies. This section incorporates outreach and engagement with Russia, India, Pakistan, and China, as well as with other non-NATO countries, the Mediterranean Dialogue (MD), and the Istanbul Cooperation Initiative (ICI). Formal and informal linkages with the EU, OSCE, and the UN are also essential features of such a cooperative activity. Additionally, the expanding participation of civil society and growing involvement of new key NATO interlocutors (e.g., NGOs, academics) have created new international partnering opportunities as a means of bolstering global security through innovative public-private partnerships. Part VI includes a Summary and Conclusions.

Mobilizing an interdisciplinary group of scholars and practitioners, this book reviews the history and consequences of NATO’s post-Cold War enlargement into Central and Eastern Europe. It offers a nuanced discussion of the merits and drawbacks of NATO enlargement across the different actors involved and compares the results of the policy against potential alternatives that were not chosen. Particular attention is given to NATO enlargement’s influence on the course of U.S. foreign policy, democracy and security in Central and Eastern Europe, NATO’s own development as a political and military institution, and relations with China and Russia (including the 2022 Russia-Ukraine War).
