Developing Local Climate Change Plans

Climate change is a global problem, but the problem begins locally. Cities consume 75% of the world's energy and emit 80% of the world's greenhouse gases. Changing the way we build and operate our cities can have major effects on greenhouse gas emissions. Fortunately, communities across the U.S. are responding to the climate change problem by making plans that assess their contribution to greenhouse gas emissions and specify actions they will take to reduce these emissions. This is the first book designed to help planners, municipal staff and officials, citizens and others working at local levels to develop Climate Action Plans. CAPs are strategic plans that establish policies and programs for mitigating a community's greenhouse gas (GHGs) emissions. They typically focus on transportation, energy use, and solid waste, and often differentiate between community-wide actions and municipal agency actions. CAPs are usually based on GHG emissions inventories, which indentify the sources of emissions from the community and quantify the amounts. Additionally, many CAPs include a section addressing adaptation-how the community will respond to the impacts of climate change on the community, such as increased flooding, extended drought, or sea level rise. With examples drawn from actual plans, Local Climate Action Planning guides preparers of CAPs through the entire plan development process, identifying the key considerations and choices that must be made in order to assure that a plan is both workable and effective.

Climate change continues to impact our health and safety, the economy, and natural systems. The impacts of changing climate are already evident in Canada and globally. Scientific understanding of climate change indicates that Canada will experience significant shifts in weather patterns over the period of a single generation, a trend that will likely continue for several centuries. Communities of all sizes will face many new risks and opportunities. Managing the impacts of a changing climate will require developing local strategies.

There is growing interest in analysing the role and effectiveness of the local scale in responding to the global challenge of climate change. However, while accounts of urban climate change governance are growing, there is now a real need for further conceptual and empirical work to better understand processes of change and uptake across a range of climate change actions. Local Action on Climate Change examines how local climate change responses are emerging, being operationalized and evaluated within a range of geographical and socio-political contexts across the globe. Focussing on the role and potential of local governments, non-government organisations and community groups in driving transformative change, the authors analyse how local climate change responses have emerged and explore the extent to which they are or have the potential to be innovative or transformative in terms of governance, policy and practice change. Drawing on a diverse range of case studies, including examples from Vanuatu, Japan, South Africa, Australia, Sweden, the USA and India, this volume will be of great interest to students and scholars of climate change, environmental policy and governance, and sustainability.

Climate change is changing the context of spatial planning and shaping its priorities. It has strengthened its environmental dimension and has become a new rationale for coordinating actions and integrating different policy priorities. This book sets out the economic, social and environmental challenges that climate change raises for urban and regional planners and explores current and potential responses. These are set within the context of recent research and scholarly works on the role of spatial planning in combating climate change. Addressing both mitigation measures for reducing greenhouse gas emissions and adaptation to the effects of climate change, the book provides an overview of emerging practice, with analysis of the drivers of policy change and practical implementation of measures. It scopes planning issues and opportunities at different spatial scales, drawing on both the UK and international experiences and highlighting the need to link global and local responses to shared risks and opportunities.

To date, climate change adaptation and mitigation have been treated separately both in research and in the climate negotiations. However, a growing body of literature is now being developed that points to actual and potential synergies and trade-offs between responses to climate change and sustainability. This literature has evolved in a spontaneous way with diverse approaches and no common methodology to help practitioners explicitly plan for these synergies. This special issue of the Climate Policy journal addresses this gap between scientific knowledge and practitioners' needs by focussing on linkages between climate change and sustainable development at the level of conceptual framework and methods. In particular, the papers address in an integrated way local development options involving both adaptation and mitigation in order to promote resilience to climate change in human and natural systems. The special issue provides policy and methodological guidelines for linking local deveopment pathways with responses to climate change, based on collaboration between local practitioners, the public and scientists.
