Reassessing the developing world through the lens of Europe's past Today’s developing nations emerged from the rubble of the Second World War. Only a handful of these countries have subsequently attained a level of prosperity and security comparable to that of the advanced industrial world. The implication is clear: those who study the developing world in order to learn how development can be achieved lack the data to do so. In The Development Dilemma, Robert Bates responds to this challenge by turning to history, focusing on England and France. By the end of the eighteenth century, England stood poised to enter “the great transformation.” France by contrast verged on state failure, and life and property were insecure. Probing the histories of these countries, Bates uncovers a powerful tension between prosperity and security: both may be necessary for development, he argues, but efforts to achieve the one threaten the achievement of the other. A fundamental tension pervades the political economy of development. Bates also argues that while the creation of a central hierarchy—a state—may be necessary to the achievement of development, it is not sufficient. What matters is how the power of the state is used. France and England teach us that in some settings the seizure and redistribution of wealth—not its safeguarding and fostering—is a winning political strategy. These countries also suggest the features that mark those settings—features that appear in nations throughout the developing world. Returning to the present, Bates applies these insights to the world today. Drawing on fieldwork in Zambia and Kenya, and data from around the globe, he demonstrates how the past can help us to understand the performance of nations in today’s developing world.

Development, displacement, resettlement and rehabilitation processes related to three major reservoir bases' irrigation and power projects, and three major industrial projects are studied. The role of the State, international agencies and the private industrial sector in promoting development and managing rehabilitation of the displaced people is assessed, and the author proposes a framework for a comprehensive policy on development, displacement and rehabilitation.

Large-scale migration from rural to urban areas, and between countries, affects sustainable development at local, national, and regional levels. To strengthen urban and rural resilience to global challenges, Sustainable Development Goals Connectivity Dilemma: Land and Geospatial Information for Urban and Rural Resilience, brings together leading international geospatial experts to analyze the role of land and geospatial data infrastructures and services for achieving the United Nations' Sustainable Development Goals (SDGs). While the goals outlined in the 2030 Agenda have been longstanding aspirations worldwide, the complexity and connectivity between social, economic, environmental, and governance challenges are changing with large-scale urbanization and population growth. The US shale boom and efforts by other countries to exploit their shale resources could reshape energy and environmental landscapes across the world. But how might those landscapes change? Will countries with significant physical reserves try to exploit them? Will they protect or harm local communities and the global climate? Will the benefits be shared or retained by powerful interests? And how will these decisions be made? The Shale Dilemma brings together experts working at the forefront of shale gas issues on four continents to explain how countries reach their decisions on shale development. Using a common analytical framework, the authors identify both local factors and transnational patterns in the decision-making process. Eight case studies reveal the trade-offs each country makes as it decides whether to pursue, delay, or block development. Those outcomes in turn reflect the nature of a country’s political process and the power of interest groups on both sides of the issue. The contributors also ask whether the economic arguments made by the shale industry and its government supporters have overshadowed the concerns of local communities for information on the effects of shale operations, and for tax policies and regulations to ensure broad-based economic development and environmental protection. As an informative and even-handed account, The Shale Dilemma recommends practical steps to help countries reach better, more transparent, and more far-sighted decisions.
