Developmental States Beyond East Asia

This comprehensive volume reviews recent scholarship regarding the role of the state in economic development. With a wide range of case studies of both successful and failed state-led development, the authors push the analysis of the developmental state beyond its original limitations and into the 21st century. New policies, institutional configurations, and state-market relations are emerging outside of East Asia, as new developmental states move beyond the historical experience of East Asian development. The authors argue for the continued relevance of the ‘developmental state’ and for understanding globalization and structural transformation through the lens of this approach. They further this concept by applying it to analyses of China, Latin America, and Africa, as well as to new frontiers of state-led development in Japan and the East Asian developmental states. This book expands the scope of research on state-led development to encompass new theoretical and methodological innovations and new topics such as governance, institution building, industrial policy, and the role of extractive industries. This book was originally published as a special issue of the journal Third World Quarterly.

As the Asian crisis triggered or precipitated the meltdown, a second, objective is to explore the reasons and factors for the breakdown or redundancy of developmental states, distinguishing between domestic transformative capacity and external global factors as identified. A third objective is to cull experiences and lessons beyond East Asia. With many transition economies in Central and Eastern Europe beside China and Indochinese states, the theory and practice of developmental states may be a useful bridge. These are by no means exhaustive and comprehensive aims, questions and issues. For individual developmental states covered in this volume, country-specific lessons may also be drawn for them to be reconfigured to stay relevant. The most important consideration for this volume is to value-add to the literature, both the theory and principles of the Asian developmental state as well as empirical observations observed elsewhere. This volume comprises 13 chapters in two parts.

This collection of essays examines the historical influence of states in East Asia's political economies, and considers their contributions to the ongoing social, economic and political transformation of the countries in this region. They show that the status of these so-called developmental states have evolved over time, and that their role and capacity have been significantly related to the social bases and cultural roots of the relevant countries.

A team of international leading experts provide a much needed re-examination of the theoretical claims and the empirical foundation of developmental state theory. Asian States argues that regardless of the merits of the developmental state as an explanation of economic growth, it falls far short of being an adequate theory of the state in Asia. The contributors critically review claims about agency, state-society and state-market relations that shape developmental projects. It broadens the analysis of state involvement in developmental projects and considers the variety of political and social bases for state projects across East and Southeast Asia in a theoretically sensitive, thematic and empirically rich way.

This volume re-examines the concept of the developmental state by providing further theoretical specifications, undertaking critical appraisal and theoretical re-interpretation, assessing its value for the emerging economies of China and India, and considering its applicability to South Korea and Taiwan.

Many East Asian states have undergone profound economic transformations over the last two decades. Singapore and Hong Kong especially have adapted to shifting economic and technological conditions by transforming themselves into ‘smart developmental states’. In these cities, the proliferation of digital technologies has given rise to new growth sectors and opened up new areas of political contestation within these early proponents of the developmental state model. Providing a theoretical and empirical discussion of the Asian developmental state model, the book assesses the evolution of the developmental state model, considers recent developments in the field and evaluates the development state’s continued relevance as a conceptual framework for understanding the politics of economic development.
