For many decades, Sweden was seen as a model welfare state. Only with the onset of economic problems in the 1990s have successive governments felt compelled to curb social spending and abandon the goal of full employment. This book is about the changes introduced and the political, institutional and cultural resistance they encountered. Detailed accounts of changes to welfare services and benefits are included alongside specialist chapters devoted to areas where Sweden itself has claimed to be something of a leader - the care of the elderly, gender equality, employment issues and substance.

This volume examines the relationship between Nordic social policy and economic development from a comparative perspective. It identifies the driving forces behind the development of the Nordic welfare model and the problems and dilemmas the model is facing at present. The book also traces the link between democratization and social policy, drawing attention to the role of the state and non-governmental organizations. Social Policy and Economic Development in the Nordic Countries examines Nordic social policies on unemployment, social care, family, education and health care policies, and reviews future challenges of the welfare state in the information society.

Social Policy, Welfare State, and Civil Society in Sweden I-II gives a comprehensive account of the global invention of the welfare state, from the far north of the West to the global East and Southeast, and from its social policy origins to the most recent challenges from civil society. This first volume includes four essays, by now minor classics in welfare state literature. "Before Social Democracy: The Early Formation of a Social Policy Discourse in Sweden" set the stage for a research current that shifted from state welfare to welfare mix and civil society. "Working Class Power and the 1946 Pension Reform in Sweden" examined a key thesis in Peter Baldwin's seminal work The Politics of Social Solidarity, and led to a lively polemic among social historians. The third text was first published (as "Sweden") in volume 1 of Peter Flora's magnum opus Growth to Limits: The Western European Welfare States Since World War II. The final essay, "The Dialectics of Decentralization and Privatization," is a path-breaking study of the Swedish welfare state's reconstruction in the 1980s. The second volume covers the period since 1988 - "the lost world of social democracy" - and recent changes in comparative welfare state research and the Nordic Model. This work is an updated and enlarged edition in two volumes of Sven Hort's well-known and wide-ranging dissertation Social Policy and Welfare State in Sweden, published under the author's birth name Sven E. Olsson in 1990. This first volume contains the original four essays of the first edition. Tommy Bengtsson The Swedish welfare model of the 1960s and 1970s excited great interest among many other countries. Today it still is an ideal image for some but a warning for many others. The reason why opinion about the Swedish welfare model has changed is primarily Sweden's financial problems, which are associated with a badly financed and excessively large public sector. It is argued that the size of the budget deficit is a great problem in itself, but also, and perhaps more importantly, that the large public sector has negative effects on the entire economy since it lead to inefficient allocation of resources. A first step in order to solve these problems is to examine how they arose. The questions then are to what extent the large public sector which Sweden has today results from social entitlements which have come into existence since the 1960s, from the maturing of welfare systems decided upon earlier, from unfavourable demographic developments, or from economic stagnation, and how these factors are interlinked. What is quite clear is that Sweden has had very low economic growth during the 1970s and 1980s compared with the preceding period. But so have many other industrial countries, without their having in consequence found themselves in diffi culties as great as Sweden's. Therefore economic stagnation alone cannot explain Sweden's situation.

This book discusses the components of this ideological turnaround from Swedish social democracy's post-war notion of a strong society, to its notion of a Third Way in the early 1980s. It is a novel and innovative contribution to the history of Swedish social democracy and recent developments in the Swedish welfare state, and it also sheds light on contemporary social policy debates.
