Digital Libraries Knowledge Information And Data In An Open Access Society

This book constitutes the refereed proceedings of the 18th InternationalConference on Asia-Pacific Digital Libraries, ICADL 2016, held in Tsukuba,Japan, in December 2016. The 18 full papers, 17 work-in-progress papers and 7 practitioner papers presented were carefully reviewed and selected from 71 submissions. The papers cover topics such as community informatics, digital heritage preservation, digital curation, models and guidelines, information retrieval/integration/extraction/recommendation, privacy, education and digital literacy, open access and data, and information access design.

The idea of a knowledge society has been raised over the last two decades but the transition to such a society has not been realized up to the present time, and discussion about a knowledge society has largely focused on a knowledge economy and information society rather than a mobilization to a knowledge society. These debates have, however, taken place before the rise of open data and big data and the development of an open data movement. The book considers the role of the open data movement in fostering transformation to a knowledge society. The characteristics of the open data movement include the strong conviction of the value of open data for society, attention to the institutional aspects of making data open in an inclusive way, and a practical focus on the technological infrastructure that are key in mobilizing a knowledge society. At the heart of any mobilization is an emerging open data ecosystem and new ways of producing and using data - whether 'born digital' data, digitized data, or big data - and how that data, when made openly available, can be used in a knowledgeable way by societal actors.

Over the past decades, traditional academic library environments have transformed into digital libraries. This has resulted in many challenges for libraries in terms of the reinvention of libraries’ roles and organizations, the skill sets of librarians, and library infrastructure. At the same time, this profound transformation has opened the door to many new avenues, such as the support and advancement of Open Science. This book offers insights into the transformation of traditional library environments to digital libraries and details how digital libraries can contribute to Open Science, in particular to Open Access, FAIR and Open Data, and Open Education, by describing methods, criteria, strengths, and weaknesses as well as applications.

This book constitutes the proceedings of the 23rd International Conference on Theory and Practice of Digital Libraries, TPDL 2019, held in Olslo, Norway, in September 2019. The 16 revised full papers,12 short papers and 18 poster papers presented were carefully reviewed and selected from 75 submissions. The general theme of TPDL 2019 was Connecting with Communities and so the papers attempt to facilitate establishing connections and convergences between diverse research communities such as Digital Humanities, Information Sciences and others that could benefit from ecosystems offered by digital libraries and repositories. To become especially useful to the diverse research and practitioner communities digital libraries need to consider special needs and requirements for effective data utilization, management and exploitation.

This book contains a plethora of different viewpoints and research results from all over the world, bringing them together to provide a global perspectiveon the various issues that comprise "open access". Topics include copyright, best practices and management, open access and society, repositories, journals, publications and publishing, services and technology, quality andevaluation. The book offers a holistic focus on open access and can serve as a useful learning tool for students and professionals.

While high quality library and information services continue to thrive and strengthen economic and social development, much of the knowledge that exists on user’s needs and behaviors is fundamentally based on the results of users in English-speaking, western developed countries. Information Access and Library User Needs in Developing Countries highlights the struggles that developing countries face in terms of information gaps and information-seeking user behavior. The publication highlights ways in which users in developing countries can benefit from properly implementing LIS services. Researchers, academics, and practitioners interested in the design and delivery of information services will benefit from this collection of research.

The social sciences have made fundamental contributions to the understanding of the economic, political and social life of nations in the past century. Social science libraries now have an important role to play in the context of the information society as significant sources of academic and social knowledge. This work provides information on the development and use of digital resources in the social sciences emphasizing best practices; an articulation of some of the problems presented to providing these resources; and a view to the use of these resources to support sustainable development.

The digital libraries emerging from "information societies" no longer concern only digital technodocumentary devices that are patrimonial, cultural or scientific. Social networks and high-audience merchant sites share the same technologies, heterogeneous digital resources, offer identical user experience (UX) capabilities, and are born within the same communities of designers and engineers. These technology-induced recoveries nourish a usage fantasy that irrigates a transformation movement of innovation where use and user occupy a central place. The evolution of digital libraries does not constitute a disjointed set of singular innovations. They are the result of an innovation movement that gives them a specific dynamic and produces two major effects: empowering users and increasing their number.
