Many people with health problems or disabilities leave the labour market permanently even if they still can and want to work. This can lead to low income and reduced social engagement. Governments and employers can help create an environment that supports job retention and a return to work in such situations. This report looks at one critical policy lever: the role of paid sick leave and sickness benefits in protecting workers' health, jobs and incomes. Korea is among the very few OECD countries without statutory social protection for sick workers and is currently considering closing this gap in its welfare system. This report provides an overview of key features of sickness insurance systems in OECD countries and draws policy lessons for Korea to introduce equitable and adequate social protection for sick workers with a robust return-to-work component and financially sustainable payments that encourage employer involvement

However, the labour market recovery is still uneven across sectors and is threatened by the economic fallout from Russia’s aggression against Ukraine, which has generated the fastest growing humanitarian crisis in Europe since World War II, sending shockwaves throughout the world economy. The 2022 edition of the OECD Employment Outlook reviews the key labour market and social challenges for a more inclusive post-COVID‐19 recovery.

The ILO has commissioned this paper on 'The Right to Decent Work of Persons with Disabilities' as a contribution to the deliberations taking place in preparation for the development of a United Nations Convention on the Rights of Persons with Disabilities. The paper is intended to be of specific relevance to those involved in drafting the provisions concerning employment and work in the proposed Convention. By examining the development over time of the 'right to work' of disabled persons, the way in which this matter has been dealt with in international instruments and national legislation to date, and the experience in implementing employment and work opportunities, the paper will enable those involved in the preparation of the proposed UN Convention to build on achievements so far.

This work presents a summary of research evidence on links between work, health and disability. Across two sections it summarizes updated knowledge on adverse effects of distinct occupational hazards, and it covers concerns with employment opportunities or restrictions. The handbook delivers an overview of material and psychosocial factors as occupational hazards on working people’s physical or mental health that may result in functional impairment and disability. This knowledge can be instrumental in strengthening efforts of professionals and other stakeholders to promote health-conducive working conditions and prevent work-related disability risks. It also covers concerns with employment opportunities or restrictions of persons with physical or mental health problems and disability. This field of interdisciplinary research has grown with a broad range of solid new findings that can have favorable impact on work disability prevention and the practice of medical and vocational rehabilitation. Prominent experts discuss this evidence for major manifestations of physical and mental health problems and disabilities. As a further innovative feature, this handbook integrates biomedical, psychological, and sociological knowledge on major aspects of the links between work, health and disability. It is therefore of interest to students and professionals in related disciplines, as well as for stakeholders involved in the prevention of work disability and rehabilitation into paid work. In times of an increasingly aging work force with elevated risks of reduced health and work functioning, this knowledge can contribute to turning the threats associated with disability into opportunities. This handbook supports the overall aim of enabling persons with (chronic) health problems and disability to participate in work and social life.
