Scientific Study from the year 2010 in the subject Business economics - Personnel and Organisation, grade: 1.0, Bowen University, language: English, abstract: Training is the systematic development of the attitude and skill behaviour pattern required by an individual in order to perform adequately a given task. It is also the systematic modification of behaviour through learning which occurs as a result of education instruction development and planned experiences. Training is designed to change the behaviour of the employee in the work place in order to stimulate efficiency and higher performance standards (Oliseh, 2005:112). The most important resources of an organization are its human resources (the people) who supply the organization with their works, talents creatively and drive. Without competent people at the managerial as well as the operation level, the organization may end up pursuing inappropriate goals. Once the goals have been set for successful and essential ingredients will then come in and the difference between success and failure of an organization is the human element. An industrialist once said "take away all the factories trade, avenues of transportation and in four years, I will have re-established myself".

Research Paper (postgraduate) from the year 2014 in the subject Leadership and Human Resources - Miscellaneous, grade: B, ( Atlantic International University ) (School of Business and Economics), course: Ph.D. Economics, language: English, abstract: The quality of Human Resource is an asset to any organization and as a result Training has become an issue that has to be faced by every organization. The amount, and quality of training carried out varies enormously from organization to organization due to factors such as the degree of external change, for instance, new markets or new processes, the adaptability of existing workforce and importantly the extent to which the organization supports the idea of internal career development. Most organizations meet their needs for training in an ad hoc and haphazard way whiles others set about identifying their training needs, then design training activities in a rational manner and finally assess the results of training. This study, therefore, sought to determine the impact of Training and Development on public sector organizations using Ghana Ports and Harbors Authority (GPHA) as a case study. The research was intended to determine the role and impact of training on employees with emphasis on the lower, middle level staff and the administrators of GPHA, who were randomly selected. The study assessed the training and development process of GPHA and whether training has improved employee performance. A questionnaire was designed using structured questions to collect primary data from employees of GPHA. Personal interviews were held with some management staff of the organization. The results indicated that GPHA’s employees were not well informed about training and development programmes in the organization. Most of the employees were of the view that training and development were effective tools for both personal and organizational success. The findings revealed that training practices, methods and activities at GPHA are not in line with the best practices regarding the planned and systematic nature of the training process as is generally known. It was recommended among other things, that the processes involved in training be duly followed, GPHA should help its staff identify their career paths and to guide them in the pursuit of higher education.

Given the labor market challenges that countries in the Middle East and North Africa (MENA) region are facing (notably high unemployment, prevalence of skills mismatches, low labor market mobility, and lack of formal employment networks), employment services could be a relevant policy instrument to assist unemployed individuals to find jobs. Despite high and increasing unemployment rates, employers in the region are facing difficulties to find workers whose competences and skills fit their employment needs. The study first surveys international best practices for the delivery of employment services and then reviews the provision of these services in a selected group of countries in the MENA region, with a focus on public provision through existing public employment agencies. Findings indicate public agencies in the region face many challenges for the effective delivery of employment programs, namely poor administrative capacity, system fragmentation, lack of governance and accountability, regulation bottlenecks, and flaws in program design. In order to help unemployed workers to obtain the competences required by available jobs, this study proposes a reform agenda based on the development of strong partnerships between public agencies, public providers, and employers for the design and implementation of flexible employment programs that respond to real employment needs. These partnershipss will need to be developed with strong governance mechanisms that make beneficiaries, private providers, and firms accountable for making sure that investments in employment programs lead to employment insertion. The book is directed to policy makers, practitioners, economists, and anyone interested in international best practices to promote a more effective delivery of employment services.

Scientific Essay from the year 2017 in the subject Leadership and Human Resources - Miscellaneous, grade: A.1, , language: English, abstract: Poor organisational and institutional cum administrative performance and productivity in Nigeria and most developing nations are the manifesting implications of low staff training therein. This study scholarly explores staff (re)training as a tool for administrative efficiency and productivity, highlighting the implications of poor/inconsequential staff training. The study reveals that while staff (re)training is almost absent– very low– in Nigerian public sector, the private sector has lowly appreciable performance in it, though only but a few, particularly the multi-national firms alone, do so. In public institutions, the supposed funds for staff (re)training are diverted by top management officials for personal aggrandisement, besides the low budget for it. Most private firms economise their funds, if they bid staff training, focusing more on profit maximisation and most often over load their staffs, even with duties outside their professional knowledge and competence. Consequently, there are extreme poor staff performance, administrative lapses and low organisational productivity. The paper submits that (effective) staff (re)training is an invaluable tool for administrative efficiency both in Nigeria and other parts of the globe, as obtains elsewhere and proven by the findings of this study. It recommends that both public and private firms/institutions in Nigeria should take staff training and retraining very serious in their administrative policies so as to appropriately tap from its huge potentials. It was done using survey method, qualitative approach, simple percentage, content-analysis, non/participant observation and relevant library textual materials, following its nature, scope and pursuit.

This book offers an understanding of the current state of public management in the Gulf Cooperation Council (GCC) region, highlighting the region's institutional and human capital constraints. Drawing on case studies from GCC states and beyond, the book provides a policy-oriented analysis of these challenges and a set of recommendations on how to address them. Public Management Reform in the Gulf Cooperation Council and Beyond utilizes several theoretical frameworks to explore three themes: first, how the quality of government and efficiency of its bureaucratic machinery can offer a business-friendly environment for the private sector; second, how public-private partnerships can foster stronger collaboration and exchange of knowledge and expertise between the public and private sectors; and finally, how the existing human capital constraints may be addressed through the effective implementation of talent management, knowledge management, and training programs. A comparative approach is taken throughout the book, contrasting the performance of GCC states with other Middle East and North Africa (MENA) countries or the Organization for Economic Cooperation and Development (OECD) member countries in key governance, public sector performance, and business competitiveness indicators to identify what the GCC states need to do to enhance the quality of government and the capacity to deliver services more efficiently. This book will appeal to academics, practitioners, policymakers and private sector consultants, as well as those interested more broadly in the Middle East and the Gulf region.
