Effectiveness Of Residential Water Conservation Price And Nonprice Programs

The purpose of this study is to build upon and extend previous water conservation research efforts of price and nonprice conservation programs on residential water demand in different urban areas of the southwestern United States. The primary research objectives are to: (1) develop residential water demand models to examine the effectiveness of price and nonprice programs; (2) develop and document a database of residential water demand in selected study ares; (3) evaluate the effectiveness of price and nonprice conservation programs using the water demand models and database developed for this study; and (4) examine the applicability of extending regional water demand relationships and results of conservation program effectiveness to other cities in the region. Specific issues examines on regional, seasonal and individual city basis include: How responsive are consumers to changes in the price of water?; are consumers responding to the average price, marginal price, or some combination of the two?; How does demand change or respond to implementation of nonprice conservation program? Is it appropriate to model and apply results on effectiveness to other cities in the region? The scope in terms of number and cross section of cities, detail of observations (monthly time periods), length of time covered and inclusion of price and nonprice programs combined with the analytical techniques used, contribute to making his one of the most comprehensive studies conducted on residential water use and the effectiveness of conservation programs. The research techniques and results of this evaluation will benefit water utilities and consumers through lower costs and more secure water supplies because of improved understanding and better planning and implementation of residential price, rate structure and nonprice conservation programs.

This report describes and contains the information and database developed for the research study Effectiveness of Residential Water Conservation Price and Nonprice Programs (Michelsen, McGuckin and Stumpf 1998). The water demand, price and conservation program information documented in this report is the result of research and data collection efforts and utility cooperation initiated in 1991 by William Bruvold and continued by the researchers of this report through a consortium of universities. The study encompasses seven water utilities in three western states- California, Colorado and New Mexico. The information gathered, developed and refined for this study was digitized and a database created in spreadsheet format for analysis. Database structure, variable names, definitions, computational adjustments and study area characteristics are described in this report. Water demand model descriptions and analysis results of this research are presented in another publication of the AWWA Research Foundation by Michelsen, McGuckin and Stumpf (1998) entitled Effectiveness of Residential Water Conservation Price and Nonprice Programs.

On the one hand, population and economic growth are increasing the demand for water but on the other, environmental consequences of climate change, pollution and over extraction of groundwater are decreasing the worlds supply of fresh water. This makes the availability of water for human use one of the greatest global concerns of this century. Neither levelling growth nor technological innovation can stretch the existing supplies significantly; hence, it is imperative that demand side management techniques such as the use of water efficient fixtures in urban households, appropriate water tariff structure and regulatory policies are used as tools for water conservation. Conservation of water resources is one of the important aspects of ensuring sustainable development of cities and should incorporate environmental, social and economic dimensions. This book highlights the importance of using water efficiently in urban households, in both developed and developing cities. Specifically, the book focuses on: the determinants of water conservation behaviour, including psychological factors such as values, beliefs and attitudes, socio-economic factors such as income, water pricing and policies, environmental factors such as seasonal variations and demographic factors such as household size and age; the role of policies such as mandatory water restrictions, labelling of water saving devices and promotion of public awareness; the role of water and wastewater tariff structures in achieving the goals of revenue generation, affordability, demand management and equity and the design of conservation oriented rate structures; and the role of water saving devices in providing technological solutions to household water conservation. In relation to the above issues, the book provides several detailed case studies of cities to understand the effectiveness of such demand management tools and the lessons learnt. Overall, the book aims to provide a comprehensive overview of the various price and non-price tools that can be used to manage domestic water consumption. Water Conservation in Urban Households is a one-stop repository of information on water conservation for academics, practitioners and policy makers. The text can be used for teaching and research on water demand management as well as for professional reference by water utility officials. In addition, the appendix of the book contains a database of the current domestic water and wastewater tariffs and monthly bills of selected cities, which will be helpful for those willing to conduct research in this field. This book addresses water management issues in the State of New Mexico. It focuses on our current understanding of the natural world, capabilities in numerical modeling, existing and evolving regulatory frameworks, and specific issues such as water quality, endangered species and the evolution of new water management institutions. Similar to its neighboring states, New Mexico regularly experiences cycles of drought. It is also experiencing rapid economic growth while at the same time is experiencing a fundamental climate shift. These factors place severe demands on its scarce water resources. In addition to historical uses by the native inhabitants of the region and the agricultural sector, new competitive uses have emerged which will require reallocation. This effort is complicated by unadjudicated water rights, the need to balance the ever-increasing needs of growing urban and rural populations, and the requirements of the ecosystem and traditional users. It is clear that New Mexico, as with other semi-arid states and regions, must find efficient ways to reallocate water among various beneficial uses. This book discusses how a proper coordination of scientific understanding, modeling advancements, and new and emerging institutional structures can help in achieving improved strategies for water policy and management. To do so, it calls upon the expertise of academics from multiple disciplines, as well as officials from federal and state agencies, to describe in understandable terms the issues currently being faced and how they can be addressed via an iterative strategy of adaptive management.

In this century, the United States will be challenged to provide sufficient quantities of high-quality water to its growing population. Water is a limiting resource for human well-being and social development, and projections of population growth as well as changing social values suggest that demands for this resource will increase significantly. These projections have fueled concerns among the public and water resources professionals alike about the adequacy of future water supplies, the sustainability and restoration of aquatic ecosystems, and the viability of our current water resource research programs and our institutional and physical water resource infrastructures. With the goal of outlining a roadmap to guide policymakers, the Water Science and Technology Board (WSTB) held a series of discussions at several of its meetings in 1998-2000 about the future of the nation's water resources and the appropriate research needed to achieve their long-term sustainability. From those discussions, the board produced this report, the objectives of which are to: draw attention to the urgency and complexity of water resources issues facing the United States in the twenty-first century; broadly inform decision makers, researchers, and the public about these issues and challenges; identify needed knowledge and corresponding water resources research areas that should be emphasized immediately and over the long term; and describe ways in which the setting of the water research agenda, the conduct of water research, and investments devoted to such research should be improved in the next few decades. This report discusses major research questions related to the critical water issues that face the nation. It lays out an interdisciplinary research portfolio for the next 20 years and recommends agenda-setting processes that can maximize the nation's ability to prioritize and conduct water resources research.

This book examines changes and transitions in the way water is managed in urban environments. This book originated from a joint French-Australian initiative on water and land management held in Montpellier, France. The book delivers practical insights into urban water management. It links scientific insights of researchers with the practical experiences of urban water practitioners to understand and respond to key trends in how urban water is supplied, treated and consumed. The 51 contributors to the volume provide a range of insights, case studies, summaries and analyses of urban water and from a global perspective. The first section on water supply and sanitation includes case studies from Zimbabwe, France and South Africa, among others. Water demand and water economics are addressed in the second section of the book, with chapters on long-term water demand forecasting, the social determinants of water consumption in Australian cities, a study of water quality and consumption in France, governance and regulation of the urban water sector and more. The third section explores water governance and integrated management, with chapters on water management in Quebec, in the Rotterdam-Rijnmond urban area, in Singapore and in Australia. The final section offers perspectives on challenges and future uncertainties for urban water systems in transition. Collectively, the diverse insights provide an important step forward in response to the challenges of sustainably delivering water safely, efficiently and equitably.
