For the last seven decades, urban settlement policy worldwide has been increasingly dominated by modernist precepts and by urban decisions made in discipline-specific ’silos’. The urban management consequences have been invariably negative, with increasing sprawl, fragmentation and separation resulting in a wide range of environmental, social and economic problems. Thus, it becomes necessary to understand what types of regional transport services operate in landlocked African nations and it is critical to identify the regulation disparities and provision anomalies that hurt infrastructure efficiency, even when the physical infrastructure, such as a road transport corridor, exists. Transport Prices and Costs in Africa analyzes the various reasons for poor transport performance seen widely throughout Africa and provides a compelling case for a number of national and regional reforms that are vital to the effort to address the underlying causes of high transport prices and costs and service unpredictability seen in Africa. The paper provides a first, systematic benchmarking of infrastructure performance in the Southern African Customs Union (SACU) countries (South Africa, Botswana, Lesotho, Namibia, and Swaziland) in four major sectors-electricity, water and sanitation, information and communication technology, and transportation-against the relevant group of comparator countries using a new World Bank international data base with objective and perception-based indicators of infrastructure performance from over 200 countries. The analysis suggests important comparative gaps in all major infrastructure sectors, although performance varies widely across the SACU region. Performance shortfalls are particularly acute in rural areas where most of the poor live. The benchmarking is envisaged as a comparative input into deeper analyses of infrastructure performance, especially in the context of the ongoing scaling-up efforts (for example, South Africa, Lesotho, and Botswana).
