Elusive Security

This clear and concise text offers a comprehensive comparison of national, international, and human security concepts and policies. Laura Neack argues that security remains elusive because of a centuries-old ethic insisting that states are the primary and most important international actors, can rely ultimately only on themselves for protection, and must keep all options on the table for national security. The author compellingly demonstrates how a state-first security ethic ultimately fails to secure states, the international community and--most important--human beings. Although security as a concept can be widened to include almost any aspect of existence, Neack focuses especially on security from physical violence, beginning with efforts by states to defend themselves against violent attack. She explores such topics as the internal and external dimensions of security, terrorism, and defending the homeland; threat perception and responses; preemptive and preventive wars; and other military interventions. Next, Neack examines efforts over the past century to protect states through the construction of the United Nations international security system and how collective security, peacekeeping, and peace enforcement have been used in that system. Throughout, Neack shows that human security has only mattered in terms of servicing the state's security needs, a critique she takes up directly in the final chapters. A range of short and extended case studies are offered to illustrate the conceptual materials and policy debates over security. In this state-first world, we only can choose between degrees of insecurity; true security remains elusive.

Water Security in the Middle East argues that, while conflicts over transboundary water systems in the Middle East do occur, they tend not to be violent nor are they the primary cause of a war in this region. The contributors in this collection of essays place water disputes in larger political, historical and scientific contexts and discuss how the humanities and social sciences contribute towards this understanding. The authors contend that international sharing of scientific and technological advances can significantly increase access to water and improve water quality. While scientific advances can and should increase adaptability to changing environmental conditions, especially climate change, national institutional reform and the strengthening of joint commissions are vital. The contributors indicate ways in which cooperation can move from simple coordination to sophisticated, adaptive and equitable modes of water management.

This book examines the development of peace research and explores its present challenges, focusing on the contribution made by the Copenhagen Peace Research Institute. The authors investigate how peace research relates to security studies and international relations, providing a comprehensive study of conceptual innovations and a discussion of security analysis in the European context.

Annotation. The Elusive Quest for European Security provides a detailed overview of the various attempts to incorporate a security and defence role in the European integration process. Consideration is given to why these aspects of the integration process have proven so elusive and what progress has been made towards this goal. The assessment includes topics such as the enlargement of NATO, the EU's Amsterdam Treaty, and the role of the revived Western European Union, as well as the role of the main actors which includes Britain's bid for European leadership in defence, and the changing attitudes of administrations in Washington DC.

Drawing on cutting-edge research from leading scholars, this book investigates state preferences for regime creation and assesses state capacity for executing these preferences in Northeast Asia’s energy domain, defined as the geographical area comprising the following countries: Russia, Mongolia, China, Japan, South Korea and North Korea. It examines questions pertaining to how states perceive the need and necessity for establishing a regime when it comes to the issue of energy and how much commitment they make to the effort in Northeast Asia. The book analyses the factors that shape each country’s fundamental energy interests in the region, how these interests impact their attitudes toward engaging the region on energy security and the way they carry out their regional engagement. Based on countries’ interests in promoting institutionalized regional energy cooperation and their capacity for forging that cooperation, the collection assesses each state’s role in contributing to an energy regime in Northeast Asia. It then concludes with a critique on the decade-plus quest for energy security cooperation in Northeast Asia and suggests ways forward for facilitating regional energy security cooperation.
