Energy And Environmental Challenges To Security

On 21 November 2007 the grand and elegant Delegates Hall of the Hungarian Parliament was the scene of the opening of a conference to discuss some of the most pressing issues of the day, those related to our unending thirst for energy, its environmental consequences, and the challenges that these bear on security. Over the next 3 days scientists, parliamentarians and their guests confronted, challenged, teased and cajoled each other in a NATO Advanced Research Workshop (ARW) entitled “Energy and Environmental Challenges to Security,” affirming that knowledge and public service hold the keys to solving our greatest challenges. The magnitude of the security challenge was confirmed while this volume was being prepared. In mid-2008, the International Energy Agency issued a report concluding that US$45 trillion would be needed over the next half century to prevent energy shortages and greenhouse gas emissions from undermining global economic growth. But lest such large numbers cause us all to shrug, this volume brings attention to some of the more manageable aspects of the environment and energy security challenge – from addressing conflict resources such as illegal timber that contribute to corruption and regional instability, to means and mechanisms to enable the diversification of energy supplies, to environmental risk reduction strategies for particular installations. The participants in the Hungarian Parliament building were atypical for a NATO Advanced Research Workshop.

The vast oil resources in Saudi Arabia have for decades encouraged a generous system of oil subsidies, making the Kingdom one of the leading countries in the world with the cheapest domestic price of oil. Such subsidies have, however, encouraged inefficient utilization of oil, which is largely consumed in the power, water and transportation sectors, contributing substantially to CO2 emission in the country. These problems are exacerbated by demographic dynamics, urbanization, changes in income and consumption patterns, and industrialization. On current trends of domestic consumption patterns, Saudi Arabia will consume the whole of the oil it will produce by 2030, which will reflect negatively on the financial capacity of the government to execute its development programs. It is this revenue constraining concern, rather than ecological challenges, that has started to attract policy attention in Saudi Arabia. This book gives a unique perspective on these challenges by looking at them as investment opportunities, not financial constraints on the government budget. This edited collection highlights the different meanings that have been attached to the notion of energy security and how it is taken to refer to different objects. However, perceptions of energy security vary between states causing different actions to be taken, both in international relations and in domestic politics. This book discusses energy policy within the framework of the expansion of renewable energy sources (RES) and increasing resource use efficiency. In this book, the term ‘resource efficiency’ is defined as deriving the most value from resource inputs related to energy production, while incorporating energy efficiency. The authors highlight the drivers, policy approaches, governance issues and management problems related to the reduction of dependency on fossil fuels by focusing on RES and resource efficiency. Mouraviev and Koulori argue that enhancing energy security requires a new approach, integrating two core components: the emphasis on increasing energy production from renewable sources and resource use efficiency, which forms a contrast to the traditional understanding of energy security as security of supply.
