Enhancing Child Safety And Online Technologies

Many youth in the United States have fully integrated the Internet into their daily lives. For them, the Internet is a positive and powerful space for socializing, learning, and engaging in public life. Along with the positive aspects of Internet use come risks to safety, including the dangers of sexual solicitation, online harassment, and bullying, and exposure to problematic and illegal content. The Attorneys General Multi-State Working Group on Social Networking asked this Task Force to determine the extent to which today¿s technologies could help to address these online safety risks, with a primary focus on social network sites in the United States. To answer this question, the Task Force brought together leaders from Internet service providers, social network sites, academia, education, child safety and public policy advocacy organizations, and technology development. The Task Force consulted extensively with leading researchers in the field of youth online safety and with technology experts, and sought input from the public. The Task Force has produced three primary documents: (1) a Literature Review of relevant research in the field of youth online safety in the United States, which documents what is known and what remains to be studied about the issue; (2) a report from its Technology Advisory Board, reviewing the 40 technologies submitted to the Task Force; and (3) this Final Report, which summarizes the Task Force¿s work together, analyzes the previous documents as well as submissions by eight leading social network sites regarding their efforts to enhance safety for minors, and provides a series of recommendations for how to approach this issue going forward. Enhancing Child Safety and Online Technologies contains the Task Force's Final Report and appendices of the Literature Review and the Technology Advisory Board report.

This book explores, through a children’s rights-based perspective, the emergence of a safeguarding dystopia in child online protection that has emerged from a tension between an over-reliance in technical solutions and a lack of understanding around code and algorithm capabilities. The text argues that a safeguarding dystopia results in docile children, rather than safe ones, and that we should stop seeing technology as the sole solution to online safeguarding. Ensuring online safety has become a topic on the regulatory agenda in many Western societies. However, regulating for online safety is far from easy, due to the wide variety of national and international, private and public actors and stakeholders that are involved. When regulating online risks for children it is important to strike the right balance between protection against harms on the one hand and safeguarding their fundamental freedoms and rights on the other. The authors in this book attempt to grapple with precisely this theme: striking the right balance between ensuring safety for children on the internet while at the same time enabling them to experiment, to learn, to enrich their lives, to acquire skills and to have fun using this global network. The authors come from various scientific disciplines, ranging from law to social science and from media studies to philosophy. This means that the book provides the reader with both empirical and theoretical/conceptual chapters and sheds a multi-disciplinary light on the complex topic of regulating online safety for children.

Young children are coming of age surrounded by information and communication technology (ICT). ICT is a prominent force in their lives, and working with ICT can stimulate students intellectually, incite their creativity, and challenge them to apply developmentally appropriate inquiry approaches that enhance their learning experiences. Digital technologies also allow children to expand their physical space and access many online social environments that transcend time and space. However, any focus on the efficiency and effectiveness of technology applications in the early childhood years cannot overlook the potential consequences of technological development on children with regard to their social functioning, interpersonal interactions, and global understanding. In addition to evaluating technology as a tool of instruction, we must focus on educational implications and ethical issues associated with their use. This book is the fifth in the Research in Global Child Advocacy Series. The volume examines theoretical assumptions as well as the application of innovative strategies that optimize the interface between young children and ICT from a global perspective. Despite divergent perspectives, the chapter authors share a commitment to explore the immersion of ICT into the lives of young children and consider the educational value of these tools as well as the developmental appropriateness of technological affordances. This volume brings together scholars and policymakers whose rich discourse delves into questions such as: How do communication technologies benefit young children’s social and cognitive development? This resource offers readers a glimpse into the experience of children and the expertise of researchers and professionals who diligently work toward crafting a framework for action that reflects intercultural and cross-national initiatives. Given the role that electronic media plays in the lives of children as both an educational and entertainment tool, understanding the physical and social contexts, as well as the developmental issues, is critical to programs aiming to optimize the full potential of digital tools that support and enhance the experiences of young children.
