Environmental Information In European Transboundary Water Management

Environmental Information in European Transboundary Water Management aims to examine the role of information in transboundary river basin and water management, and the way it is used (or not) in policy and decision and decision-making within the wider European area. While having forward-looking perspective justified by the ongoing implementation of the EU water Framework Directive among EU Member States and Candidates Countries, many of the chapters draw on the experiences gained from the past and existing transboundary river basin co-operation experiences. Chapters are organised according to a framework that shows the sharing of water resources to be based upon a foundation of integrated water resources management, supported by three pillars: Politics - concerned with the enabling of sharing water resources, including the recognition of differences in riparian interests and international collaboration. Technical cooperation - concerned with concrete co-operation including exchange of information; tools and techniques to produce, use and disseminate information; joint research programmes; joint river basin plans; and joint ventures i.e. jointly performed water management actions. Legal-institutional - dealing with institutions and legal instruments that support the vision of fair and equitable sharing of international water resources; this pillar finds its basis in internationally laid down principles of cross border co-operation. Environmental Information in European Transboundary Water Management will appeal to professionals involved in the various aspects of transboundary river basin co-operation, both on strategic and operational levels, but also to the academic community concerned with the study of transboundary river basin or water management. It will also be an important source for graduate students in (transboundary) river basin management.

This volume is the result of work carried out under the NATO SPS Study Pilot Project "Sustainable Use and Protection of Groundwater Resources - Transboundary Water Management." It contains basic information on hydrogeological conditions, groundwater management and monitoring in areas of the Belarus, Lithuanian, Polish and Ukrainian borders, simultaneously borders of the European Union with its eastern partners. In view of the importance of the rational utilization of groundwater reserves, which is essential for our future existence, the book presents recommendations for a united methodology of an integrated groundwater monitoring system in this transnational area. The contributions also cover environmental and surface water issues that have direct effects on groundwater resources. The financial dimension of resource mobilization for environmental projects in Eastern Europe also features as part of a complex project solution.

This book provides the first comprehensive assessment of the various issues faced by countries in the European Union, where progressing climate change and urbanization pose significant cooperative challenges in a large number of river basins. Conducting a thorough analysis of the intricate web of EU water governance, it reveals that the hydropolitical stability of the European Union is already at risk. Further, given the structural nature of the shortcomings in EU water policy—e.g. the rigidity of the EU’s founding treaties or the institutional complacency of the European Commission—the book argues that these risks are likely to turn into sources of prolonged conflict, unless EU decision-making bodies take steps to address the new hydrological realities early on.

In Transboundary Water Cooperation in Europe, Götz Reichert analyzes the multidimensional regime for the protection and management of European transboundary freshwater resources that is composed of international water law, the water law of the European Union, and domestic water legislation.

Based on an international symposium addressing a key issue in global development, this reference includes both the latest methodologies for and practical examples of effective management of transboundary water resources. Its multidisciplinary approach combines hydrology and environmental science with economic and political approaches, in line with new UNESCO and EU recommendations, which have been formulated and implemented with the active involvement of all three editors. By providing a theoretical framework as well as abundant case studies from southern Europe, Africa, Asia and South America, this handbook provides hydrologists, geologists, engineers and decision-makers with all the knowledge they need for their daily work.

This book focuses on sustainable use and protection of transboundary aquifers located along the eastern border of European Union starting from the Baltic Sea and end in the Black Sea. The groundwater resources in this region play a very important role not only as a source of clean and safe drinking water, but also for social, economic and safety reasons. This publication sheds light on a wide range of real problems related to the management of groundwater, problems that are characteristic for most countries situated in the East European region. It also identifies potential threats that may materialise in the absence of cooperation between countries and appropriate measures to jointly manage the shared water resources in the region. Experience from some ongoing projects towards integrated management of transboundary aquifers (research, monitoring and data analysis) is reported. The book is addressed, in particular, to groundwater academics, researchers and experts as well as water management specialists interested in solving environmental issues extended to more than one country territory. On the other hand presented knowledge and experience would be also useful for decision makers especially to support environmental decision processes in border areas and work on preparation of international agreements on groundwater management.

The publication presents and analyses the findings of the first pilot reporting exercise under the Water Convention, which was carried out in 2017. Progress made in the implementation of the Convention is reviewed and summarised, together with the identification of significant trends, success, challenges and opportunities concerning transboundary water cooperation. The reporting mechanism under the Convention was formally adopted (decision VII/2) by the Meeting of the Parties to the Water Convention at its seventh session (Budapest, 17-19 November 2015).

This book will examine and analyse the problems inherent in integrated water management in transboundary conditions. Integrated Transboundary Water Management in Theory and Practice will provide new knowledge and policy recommendations based on the experiences and results of a major 3-year interdisciplinary research project (MANTRA-East). Drawing on extensive studies of the Lake Peipsi region in Estonia and Russia, the book explores the political and social issues surrounding transboundary water management and introduces the way that qualitative-quantitative-qualitative scenarios have been used in real-life situations. The book presents conclusions and policy recommendations for integrated transboundary water management that will be invaluable to water managers, policy-makers and academic researchers working in this rapidly expanding field.
