Equity In Heritage Conservation

Recognised by the UN’s Sustainable Development Goals as a measure to make cities inclusive, safe and resilient, conservation of natural and cultural heritage has become an increasingly important issue across the globe. The equity principle of sustainable development necessitates that citizens hold the right to participate in the cultural economy of a place, requiring that inhabitants and other stakeholders are consulted on processes of continuity or transformation. However, aspirations of cultural exchange do not translate in practice. Equity in Heritage Conservation takes the UNESCO World Heritage City of Ahmedabad, India, as the foundational investigation into the realities of cultural heritage conservation and management. It contextualises the question of heritage by citing places, projects and initiatives from other cities around the world to identify issues, processes and improvements. Through illustrated chapters it discusses the understanding of heritage in relation to the sustainable development of living historic cities, the viability of specific measures, ethics of engagement and recommendations for governance. Heritage occupies a privileged position within the built environment. Most municipalities in the United States, and nearly all countries around the world, have laws and policies to preserve heritage in situ, seeking to protect places from physical loss and the forces of change. That privilege, however, is increasingly being unsettled by the legacies of racial, economic, and social injustice in both the built environment and historic preservation policy, and by the compounding climate crisis. Though many heritage projects and practitioners are confronting injustice and climate in innovative ways, systemic change requires looking beyond the formal and material dimensions of place and to the processes and outcomes of preservation policy--operationalized through laws and guidelines, regulatory processes, and institutions--across time and socio-geographic scales, and in relation to the publics they are intended to serve. This third volume in the Issues in Preservation Policy series examines historic preservation as an enterprise of ideas, methods, institutions, and practices that must reorient toward a new horizon, one in which equity and sustainability become critical guideposts for policy evolution.

Heritage Conservation in Postcolonial India seeks to position the conservation profession within historical, theoretical, and methodological frames to demonstrate how the field has evolved in the postcolonial decades and follow its various trajectories in research, education, advocacy, and practice. Split into four sections, this book covers important themes of institutional and programmatic developments in the field of conservation; critical and contemporary challenges facing the profession; emerging trends in practice that seek to address contemporary challenges; and sustainable solutions to conservation issues. Public participation and local community involvement have taken centre stage in heritage practice in recent decades. In contrast with this established position in wider heritage work, public engagement with conservation practice is less well developed. The focus here is on conservation as the practical care of material cultural heritage, with all its associated significance for local people. How can we be more successful in building capacity for local ownership and leadership of heritage conservation projects, as well as improving participative involvement in decisions and in practice? For a long time, resource conservationists have viewed environmental conservation as synonymous with wilderness and wildlife resources only, oblivious to the contributions made by cultural and heritage resources. However, cultural heritage resources in many parts of the developing world are gradually becoming key in social (e.g. communities’ identities and museums), economic (heritage tourism and eco-tourism), educational (curriculum development), civic (intergenerational awareness), and international resources management (e.g. UNESCO). In universities, African cultural heritage resources are facing a challenge of being brought into various academic discourses and syllabi in a rather reactive and/or haphazard approach, resulting in failure to fully address and research these resources’ conservation needs to ensure that their use in multiple platforms and by various stakeholders is sustainable. This book seeks to place African cultural heritage studies and conservation practices within an international and modern world discourse of conservation by presenting its varied themes and topics that are important for the development of the wider field of cultural heritage studies and management.
