This book examines EU and US bilateral trade and investment relations with China, their attempts to level the economic playing field and to narrow the ‘reciprocity gap’ in market openness. It explores the extent of EU and US policy change, the underlying factors accounting for this change and compares EU and US foreign economic policy answers to an adversary increasingly perceived as an unfair economic competitor and as a systemic rival. The book covers a broad range of policy areas from ‘trade wars’, trade defense instruments, their reform and use, investment screening, and export control to industrial policies. It makes eclectic use of different strands of International Relations, International Political Economy and Policy Analysis theorizing to account for the extent of, and differences in, the EU and US responses. The People’s Republic of China’s stellar economic and political rise combined with the resilience of its unfair trade practices, its reinforced authoritarian repression at home and its ever more assertive foreign (economic) policy has triggered a shift in perceptions of China, followed by equally profound policy change in the European Union and the US. In this edited volume, a set of issue and country experts tackle questions regarding China’s current rise to power within the current international economic and political order. The current international system is governed by a “Western” conception of order and based on the primacy of post–World War II rules, drawn from liberal models of capitalism and democracy practiced in the US and in Western Europe. In this context, the most important and most uncertain questions facing the West over the next decade concern how the EU and the US will respond to China’s rapid growth. Will the transatlantic relationship hold and become stronger, faced with this new economic and geopolitical challenge? Or will the US and the EU—an increasingly prominent global player—compete for economic and political advantage? After a brief introduction laying out the circumstances of China’s economic and political rise and the challenges that this poses to the existing international order, the book proceeds in three sections. The first section provides competing theoretical perspectives on China’s rise in a historical context. The second section provides a distinctly Chinese perspective on China’s current rise. The third section looks at responses from the United States and the European Union, focusing on both economic and security issues as well as the implications of China’s rise for US-EU relations. Today, as China's influence in the world grows and as the European Union moves to strengthen its position in international affairs, it is all the more critical for U.S. policy leaders to take careful stock of China-Europe relations and their implications for U.S. interests. Europe-China relations have become increasingly regularized, institutionalized, and mutually beneficial, encompassing a broadening range of political, economic, military, scientific, technological, educational, and cultural ties. The China question has arisen as an area of potential transatlantic disagreement, especially over the arm embargo issue, but also on broader concerns of global order, multipolarity, balancing U.S. power, and economic competition. Given the political, economic and security-related importance of China and Europe to the United States, improving China-Europe relations pose important challenges and opportunities for U.S. interests. These developments may not only challenge the U.S. position vis-à-vis China and Europe; they also could contribute to an increasingly competitive, confrontational, and ultimately detrimental deterioration in traditionally strong transatlantic relations, while also further exacerbating persistent mistrust in U.S.-China ties. Were U.S.-Europe-China relations to deteriorate, Washington could lose out on the enormous strategic opportunities that would encourage positive political, economic, and security-related outcomes in China, which favor U.S., European, and Chinese interests over the longer term.

This book examines the changing dynamics of power in the international arena since the end of the Cold War. Brown engages in analysis of how the United States and the European Union have responded to the so-called rise of China through an examination of how policymakers’ perceptions of China have changed over time and influenced their policy choices. This study undertakes rigorous analysis of how these perceptions have evolved between 1989 and 20092016, offering a comparative perspective on the similarities and differences between the policy discourse and behaviour within these two Western powers. Brown argues that ‘China’s rise’ is a contested notion, with varied perceptions of how the implications of China’s ascendancy have shaped policy preferences in ways that are inconsistent with concerns over the threat of an impending power-transition. Combining concepts and methods derived from IR and FPA, the book examines the linkages between great power politics and policymakers’ competing interpretations of key international actors, and their influence upon foreign policies. The main objective of the study is to illuminate the different ways in which the US and the EU have responded to the rise of China through a close analysis of their decision-making processes and outcomes across a series of key encounters and events, including the transatlantic debate over the EU’s proposal to lift its China arms embargo (2003-2005). Contemporary trade policy is increasingly framed in geo-strategic terms. But how much of that rhetoric is reflected in actual policy choices by the EU or its trading partners? This book provides a first systematic study of the broader international context in which EU trade agreements are conceived, negotiated, and designed. Building on a refined conceptualisation of geo-economics, the book develops a cogent framework that combines insights from scholarship on the design of free trade agreements with ideas from foreign policy analysis. Empirically, the analysis focuses on the relations between the EU and the Asia-Pacific.
